3 . Public water and sewer services will be required in accordance with the adopted County Development Policies for Unincorporated Urban Centers when they become available, at which time the owner will be required to pay his proportionate share of fees for the services and annexation to Lathrop County Water District for their maintenance. 4 . The Lathrop Road/Harlan Road and Roth Road/Harlan Road intersections shall be widened and improved to accom- modate the oversize loads if determined necessary by the traffic analysis . 5 . An irrevocable offer of dedication shall result in an 84-foot-wide right-of-way for Harlan Road along the fron- tage of Assessor Parcel No. 195-030-02 . 6 . The frontage improvements for Harlan Road shall be constructed in conformance with the standards for an 84-foot-wide right-of-way commercial street . The construction of the frontage improvements will be deferred upon execution by the owner of a deferred fron- tage improvement agreement prior to approval of the improvement plan. A $250 . 00 fee is required for pro- cessing, per Ordinance No. 3337 , in addition to a copy of the grant deed and an engineer ' s estimate with a typical section drawing of the required frontage improvements on a form to be supplied by the Department of Public Works. NOTE : The following ordinance requirements, not appealable, affect this project . This is not intended to be a complete list of adopted requirements or standards. 1 . An improvement plan, prepared by a registered Civil Engineer, showing drainage , driveway access details, on- site parking, existing and proposed utility services, and grading shall be submitted to the Department of Public Works for approval . Interim drainage shall be provided by an on-site percolation pond in conformance with the storm drainage facility plan. Calculations shall be sub- mitted for approval . 2 . An encroachment permit shall be required for work within the road right-of-way. 3 . The Lathrop Traffic Impact Mitigation Fee will be required for this development . The fee shall be $0 . 38 per square foot of building or $3 , 300 per acre, whichever yields the larger fee . The fee shall be automatically adjusted annually by the Engineering Construction Cost Index as published by the Engineering News Record. 4 .
