" <br /> Appeal Statement : <br /> In his appeal regarding the above two conditions, Mr . Burgess <br /> states that "The requirements are not only a death sentence to <br /> our proposal , but (even if the City should approve a septic <br /> system for sewer disposal) environmentally unsound. As indi- <br /> cated inthe Geotechnical Report #20-3273-01 , (Kleinfelder <br /> 1990) , ground water is only 20 ' below grade several places on <br /> our site . This, after 3 years of drought ! ! To discharge <br /> effluent after only primary treatment into an already polluted <br /> ground water basin is certainly unwise . We have no desire to <br /> add to ground water degradation, and therefore, request that <br /> these items be modified to specifically forbid the discharge o: <br /> less than tertiarily treated effluent or alternative sewage <br /> disposal that is equally environmentally sound. " <br /> I <br /> sponse : <br /> e decision to require the project to connect to a sewer <br /> stem or to allow it to use a private interim system is a City Lathrop policy decision. The applicant states that a septic.nk system would degrade groundwater quality further , but thevironmental Health Division does not concur with this state- <br /> nt . The applicant is proposing an interim holding tank <br /> stem that would be pumped out periodically . A holding tanb_stem would be acceptable to the Environmental Health Division the system is designed adequately for a specified number ofployees and for a specific time period . <br /> ronmental Health Division Condition No . III . 3 . and Sharpe <br /> Army Depot Condition No. VII . 2_: <br /> "3 . Any existing wells or septic tanks must be destroyed under <br /> permit and inspection by the Environmental Health Division . <br /> "2 . No water wells are to be allowed on the property . " <br /> Appeal Statement : <br /> In his appeal , Mr . Burgess states the following regarding the <br /> Environmental Health Division Condition and the Sharpe Army <br /> Depot Condition: "These items require that the farming now <br /> taking place on the remaining 50+ acres of our site be ter- <br /> minated and the family doing that farming be displaced ! ! We <br /> would hope that these drastic and grim actions are not really <br /> the desire of Planning, Health, or even Sharpe Army Depot ! We <br /> would propose that no new wells be allowed to serve any use of <br />
