" <br /> Response : <br /> The groundwater source of the existing agricultural well has <br /> been identified as contaminated. Pumping of contaminated water <br /> could transfer volatile contaminates to the surface and could <br /> affect the underground contaminated plume , thereby impeding <br /> efforts to clean up contaminates . For these reasons, any pro- <br /> posal to use or destroy the well would require prior approval <br /> of the Regional Water Quality Control Board and the Department <br /> of Public Health Services . <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Initial Study was prepared for this project on January 16 , <br /> 1990 , and no significant effects on the environment were iden- <br /> tified . On the basis of that review, a Negative Declaration was <br /> prepared for this project . <br />
