August 16, 2004
NOA Project Number: E04095A
5.0 CONCLUSIONS AND RECOMMENDATIONS
` Any ASTs or drums which are to remain in use on the subject property should be placed within
secondary containment: Those which are not to be used should be removed from the site and
disposed of appropriately, along with all abandoned vehicles, used batteries, tires, and other
debris. The contaminated soil from beneath the leaking drum and the minor oil stain observed
should be removed from the site and disposed of appropriately.
6' Should new construction require the development of additional domestic wells, or should the
current residents be interested in determining the quality of their drinking water, EHD should
be contacted for direction regarding possible impacts to groundwater from the agricultural history
of the property and vicinity.
` The transformers on the subject property boundaries should be periodically monitored for
leakage. Should the property owners or the EHD be concerned about PCB contamination,
PG&E should be contacted to either test or replace the transformers.
Ir
If the existing structures are to remain in place on the property and the owner or EHD are
concerned about the presence of lead-based paints or asbestos-containing materials, a survey to
detect such materials should be conducted in the area of the labor camp.
Any septic systems identified which will not remain in use should be abandoned under EHD
6' oversight. Any additional infrastructure or buried debris that may be encountered during site
grading or development should be removed and disposed of in accordance with all applicable
regulations.
6.0 LIMITATIONS
This report was compiled as a Surface/Subsurface Contamination Report for the subject property.
This report contains information and data provided to NOA by several sources. NOA in no way
warrants the accuracy or completeness of the information provided to this investigation by those
sources.
6' It should be noted that when a surface/subsurface assessment is completed without sample
collection and quantitative analysis of soil and groundwater beneath the site, as in this study,no
statement of scientific certainty can be made regarding latent subsurface conditions which may
be the result of on-site or off-site sources. The findings and conclusions of this report are not
scientific certainties, but rather, probabilities based on professional judgement concerning the
L.
14
L "044
L
