REASON FOR RECOMMENDATION: 4 M <br /> Because the Heavy Equipment Repair use was established without the benefit of permits, the approval of <br /> Use Permit No. UP-98-9 was scheduled to expire at the end of six months rather than the usual 18 <br /> months given for Use Permits. In addition, the site plan for the required Improvement Plan was to be <br /> submitted within 60 days. The applicant submitted the required site plans on May 20, 1999, meeting the <br /> requirementthat the site plans be submitted within 60 days from the effective date of approval. However,the <br /> required building permits and grading plans have not been submitted.
