spaces, driveways and maneuvering areas) must be surfaced and permanently <br /> maintained with asphalt concrete or Portland cement concrete to provide a durable dust <br /> free surface. Ingress and egress areas that connect to a paved road or highway shall <br /> also be surfaced and permanently maintained with asphalt concrete or Portland cement <br /> concrete (Development Title Section 9-1015.5(e). <br /> Landscaping <br /> Development Title Section 9-1020.7 states that all areas not used for buildings, parking, <br /> driveways, walkways, or other permanent facilities shall be landscaped. A minimum ten <br /> (10) foot wide planting strip shall be required along adjacent streets. The strip shall be <br /> continuous except where crossed by driveways and walkways. As a result, a minimum <br /> ten (10) foot wide landscaping strip will be required along State Route 26 Hwy and Front <br /> Street where project development will occur. Development Title Section 9-1020.5 states <br /> that parking areas with more than twenty (20) stalls shall provide a minimum of five <br /> percent (5%) of landscaping within the perimeter of the parking area, not including <br /> landscaping along the street frontage. One tree shall be required for each five (5) <br /> parking stalls, or a portion thereof, and shall be evenly spaced throughout the parking <br /> lot. As a result, six (6) trees will be required as a condition of approval. <br /> Opposition Letter <br /> The Community Development Department received one letter of opposition from Linden <br /> Municipal Advisory Committee regarding the project. The concerns of the committee are: <br /> 1. Future development issues <br /> 2. Increased traffic on St Rt. 26 Hwy <br /> 3. Impact of Commercial lighting on adjacent residential areas. <br /> Future Development Concerns <br /> The project site is zoned C-G (General Commercial and has a General Plan Designation <br /> of C/G (General Commercial), the proposed project of Wholesaling and Distribution <br /> Light/Administrative Offices may be conditionally permitted in the C-G (General <br /> Commercial) zone with an approved Site Approval application. <br /> Traffic Concern <br /> The Public Works Department has determined that a traffic study will not be required for <br /> this project. The Public Works Department has been sent a copy of the above mentioned <br /> letter for their review. <br /> Commercial Lighting Concern <br /> The project site is located on the south side of Front Street which has a sixty (60) foot <br /> right-of-way, with residences to the north of Front Street. As a Condition of Approval, the <br /> applicant shall be required to meet the requirements of Development Title Section 9- <br /> 1015.5[g] [4] which states that all lighting shall be designed to confine direct rays to the <br /> premises. No spillover beyond the property lines shall be permitted, except onto public <br /> thoroughfares, provided, however, that such light shall not cause a hazard to motorists. <br /> 2 <br />
