Item No. 2 <br /> PC: 9-15-88 <br /> UP-89-3 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> It is an objective of both the Highway Service General Plan <br /> designation and the H-S zone to provide for commercial activi- <br /> tes that are related to uses of the highway system and afford a <br /> location that will allow safe and efficient movement of people <br /> and products through the highway system. Staff believes that <br /> this project is compatible with the Highway Service objectives <br /> of the General Plan and zoning. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The applicant proposes to use improvements constructed by a <br /> previous tenant . Existing structures include a 60-foot by <br /> 75-foot metal building that will be used for truck maintenance <br /> and an office. The second existing structure is a truck wash <br /> rack. No new structures are proposed. The applicant will make <br /> outdoor use of a gravel improved area for overnight parking of <br /> truck tractors and trailers . According to the application, <br /> there will be up to 25 incoming and outgoing trucks per day. <br /> Use of the site will be limited to Nickels Trucking employees, <br /> Monday through Saturday, 6 :00 a.m. to 8 :00 p.m. There will be <br /> five shop employees, four office employees, and 30 drivers , <br /> with a per-shift employment of nine persons . <br /> Given the relatively light intensity of the land use proposed, <br /> together with the restriction of the use to improvements <br /> already constructed, staff believes that the project will be <br /> compatible with surrounding uses, which consist of agriculture <br /> to the north, east , and south, and Interstate Route 5 to the <br /> west . <br /> Planning Title Section 9-6413 requires that all highway service <br /> uses be conducted within a wholly enclosed building. This <br /> restriction would apply to the truck maintenance use in this <br /> project . Section 9-6413 also states that "no outside sales, <br /> display, or storage shall be permitted except for those uses <br /> customarily conducted outside of buildings . " Staff recommends <br /> that , to the extent feasible, all outside storage uses be con- <br /> solidated into a single area. Equipment and truck parts pre- <br /> sently stored outside - for example, engine parts, axels, <br />
