INITIAL STUDY, CONTINUED <br /> Project Description <br /> This project is a Williamson Act Cancellation application to cancel a 1.2-acre portion of a parcel <br /> that contains 22.6 acres and a Site Approval application to change the use of an existing single- <br /> family residence to a bed and breakfast inn. The inn may only be approved if the Williamson Act <br /> cancellation is approved. The 1.2-acre area contains a 10,000-square-foot single family <br /> residence, a large driveway, and a swimming pool. There are no agricultural uses on the,12 <br /> acres. The project is located on the southwest comer of Taddei Road and Bender Road, in <br /> III <br /> Acampo. <br /> The General Plan designation is.General Agriculture and the zoning is General Agriculture, 40-acre <br /> minimum. <br /> Environmental Issues <br /> 2.c. Prime Farmland } <br /> The purpose of the proposed cancellation is to delete the existing residence, the existing driveway <br /> and the existing swimming xistin swimmin pool areas from the contract. This will remove 1.2 acres from the existing <br /> 23 acres under contract. There will be no disturbance, encroachment, or interference with the <br /> existing seventeen acres of walnuts and grapes. A Notice of Non-renewal has been filed for the 1.2 <br /> acres. The proposed alternative use for the residence is a bed and breakfast inn. The inn may be <br /> conditionally permitted with an approved Site Approval application. Approval of the cancellation <br /> would not encourage similar uses oncontracted land in the vicinity. No other house available to the <br /> applicant meets the criteria for a bed and breakfast. No changes to the land are likely to occur due <br /> to approval of this application. <br /> 3.b. Plant/Animal <br /> The Natural Diversity Database does not list any rare, endangered, or threatened species or <br /> habitat on or near the site. Referrals have been sent to the San Joaquin Council of Governments <br /> at the applicant may participate in the San Joaquin <br /> (SJCOG) for review. If SJCOG determines th pp y p p q <br /> Multi-Species Habitat Conservation and Open Space Plan (SJMSCP), and if the applicant <br /> es to participate, then the proposed project is consistent with the SJMSCP, as amended, as <br /> chows p p p p p 3 <br /> reflected in the conditions of project approval for this proposal. Pursuant to the Final EIRIEIS for <br /> the SJMSCP , dated November 15, 2000, and certified by the San Joaquin Council of <br /> Governments on December 7, 2000, implementation of the SJMSCP is expected to reduce <br /> impacts to biological resources resulting from the proposed project to a level of less-than- <br /> significant. If the applicant chooses not to participate, then the applicant will be required to <br /> participate in a similar mechanism that provides the same level of mitigation. <br /> 9.a. Transportation <br /> The underlying project is a Site Approval application for a bed and breakfast inn. The Department of <br /> Public Works was sent a referral for both projects on October 30, 2009. No reply has been <br /> received. This parcel has a previous CUP for a wine tasting room and winery with marketing events. <br /> There is a traffic study being conducted to allow for up to 370 people per event. It is likely that the <br /> mitigation required, if any, for the expansion of the marketing events would cover the adjacent bed <br /> and breakfast, since they would share a driveway and the bed and breakfast has only five <br /> bedrooms.
