Aesthetics: Neighbors expressed concerns the facility is aesthetically displeasing because of the <br /> existing and proposed winery buildings. The site is not considered to be a scenic resource or unique <br /> scenic vista as identified by the General Plan (Volume I, Figure VI-2, page VI-6). The project site is in a <br /> rural, agricultural area. The Wineries and Wine Cellars-Winery, Small use type may be conditionally <br /> permitted in the AG-40 zone with an approved Site Approval application. The nearest residence is <br /> located 115 feet south of the project site. The project is not expected to significantly impact the visual <br /> aesthetics of the surrounding areas. <br /> Farm Bureau <br /> The Farm Bureau submitted a letter in opposition dated June 5,2012 and stated the Farm Bureau <br /> supports a winery first approach and supports the needs of wineries to conduct important normal activities <br /> like wine club events. This application appears to shift the emphasis from wine production to event <br /> production. The Farm Bureau included the following recommendations for the Planning Commission: <br /> 1. Deny the current application for site approval as written. <br /> 2. Bring the existing and built out facilities that are unpermitted into compliance if they <br /> can achieve the proper building permits, but deny a Planning Permit for use of these <br /> facilities for any activity other than wine production. <br /> 3. As a Condition of Approval, do not allow the applicant to re-file for a site approval for <br /> the use of the commercial kitchen and wine garden/amphitheater facilities for a period <br /> of no less than one year from the date of approval. <br /> 4. As a Condition of Approval, do not allow for the increased number of attendees for a <br /> period of no less than one year from the date of approval. <br /> 5. As a Condition of Approval, allow permitting for the Phase 1- 1,600 square foot storage <br /> building and 336 square foot wine storage building; and Phase-2 construction of a <br /> 1,200 case storage building. All of these with the Condition of Approval that marketing <br /> events cannot be held within these buildings and they must be used exclusively for the <br /> storage and production of wine. <br /> 6. We would request that a full analysis be completed to determine the compatibility of <br /> the proposed amphitheater for open-air concerts in the agricultural zone and <br /> specifically on this property. <br /> 7. We would lastly request that the County consider adopting a more conservative ratio <br /> for parking greater than the County's 3 to 1 standard for parking space per event <br /> attendee. Adequate parking for any proposed event must be maintained by the <br /> owners of the property. Additionally, all parking should not be allowed to over flow on <br /> to adjacent parcels for reasons of public safety and to not interfere with accessibility to <br /> neighboring lands. <br /> The winery ordinance permits marketing events as an accessory use to a winery(Development Title <br /> Section 9-1075.5(m))with an approved discretionary permit and the proposed Wineries and Wine Cellars- <br /> Winery, Small use type may be conditionally permitted in the AG-40 zone subject to an approved Site <br /> Approval application. <br /> San Joaquin County PA-1200063/St. Jorge Winery <br /> Community Development Page 6 <br />
