h. The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of each building permit application. The fee will be based on the current <br /> schedule at the time of payment. (Resolution R-06-38) <br /> i. A copy of the Final Site Plan shall be submitted prior to release of the first building permit. <br /> j. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. Final Site Plan is <br /> required upon submittal of verification. <br /> k. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards to prevent the increased runoff release rate of storm water from <br /> discharging onto other properties and to prevent offsite sediment transport. Retention basins <br /> shall be fenced with six (6)foot high chain link fence or equal when the maximum design depth is <br /> 18 inches or more. Required retention basin capacity shall be calculated and submitted along <br /> with a drainage plan for review and approval, prior to release of building permit. (Development <br /> Title Section 9-1135) <br /> I. The proposed project disturbs less than one (1)acre of ground and is not part of a larger plan of <br /> common development. The construction phase of the proposed project shall follow best <br /> management practices as may be appropriate to minimize the discharge and transport of <br /> pollutants. <br /> m. The final site plan shall show the extent of the 100-year floodplain. All new structures and <br /> substantial improvements located within a Federal Flood Insurance Administration Designated <br /> Flood Hazard Area (designated as Zone AE)shall be elevated a minimum of one foot above the <br /> 100-year base flood elevation of 34 feet referenced to NAVD 1988. <br /> n. A San Joaquin County Watercourse Encroachment Permit shall be obtained for work done on Gill <br /> Creek and within 25 feet from the top of bank of Gill Creek. All new structures shall be set back a <br /> minimum of 25 feet from the top of bank of Gill Creek. <br /> NOTE: This property is subject to the requirements of San Joaquin County Mosquito&Vector <br /> Control District(209-9824675)and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices (BMP)guidelines for stormwater devices, ponds and <br /> wetlands are available. <br /> All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605)and all requirements of the State of California (CCR Title 23)that are in force at <br /> the time of permit issuance. As an example,these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto,209-468-3443) <br /> a. An addendum to the Soil Suitability Study/Nitrate Loading Study(SR0052610)addressing the <br /> increased number of marketing events and number of attendees shall be required. Charges for <br /> additional review time may be assessed at the current EHD hourly rate. <br /> b. Submit to the Environmental Health Department revised site plans showing the maximum number <br /> of persons the sewage disposal system is being designed for. In addition, show on revised plans <br /> that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a <br /> storage area.
