Frontage improvements along Bieghle Street and Tenth Street including, but not limited to, curb, <br /> gutter, sidewalk, driveway installation, pavement widening,undergrounding of overhead utilities and <br /> street lighting should be installed prior to occupancy of any new buildings/structures on this site. <br /> Should installation of these improvements prove not practical due to existing physical constraints, <br /> the owner/developer should enter into a Deferred Improvement Agreement whereby the <br /> owner/developer agrees to install the required improvements at such time as it is practical. <br /> 2. To minimize congestion at the Bieghle Street/Tenth Street intersection, the existing access on Tenth <br /> Street shall be removed. In addition, the existingBieghle Street access shall be enlarged to 25 feet <br /> to accommodate two-way traffic. <br /> 3.
