In fact <br /> they are happy to see the development . Their objections <br /> concerns the drainage problems and the proposed solutions <br /> presented by the restaurant development contractor . <br /> E By way of background, the Coldanis have had problems with <br /> the drainage from the Texaco truck stop since its <br /> development . Prior to the development,._ the Coldanis' <br /> irrigation ditch which abutts the southern border of the <br /> subject property has always been dry in the winter , except <br /> when the rain fall is heavy, . The natural flow of surface <br /> runoff from the truck stop area was to a drainage ditch north <br /> of the railroad. The natural flow did not end up in the <br /> Coldani irrigation system. Now, since the construction of <br /> the Truck stop, with the black top and mechanical pumping of <br /> the water, the flow of the water is into the Coldani <br /> irrigation system. Their the irrigation ditch is always <br /> flowing, even when there is not rain. This flow commences in <br />
