f <br /> Coldani <br /> January 19, 1984 <br /> Page 2 <br /> the ditch directly abutting the truck stop ponds and is not <br /> from water runoff east of the.,property, since the irrigation <br /> ditch east of Thornton road is dry. <br /> The continuous water in the irrigation ditch is caused by <br /> the mechanical pumping of the drainage water from the truck <br /> stop, which collects in the southwestern section of the truck <br /> stop property. The water is pumped into temporary collecting <br /> ponds directly north of Steven Coldani ' s residence. These <br /> ponds are located -on top of the abandoned railroad bed and <br /> sit approximately 3 feet above the level of the ground. We <br /> call the ponds temporary because whatever water is pumped in <br /> them is only there for a short period of time. - Within 5-6 <br /> hours after the pumping is completed the railroad ponds are <br /> dry and the water has seeped or percolated into the Coldanis ' <br /> irrigation ditch . This ditch runs under Interstate 5 and <br /> eventually connects with the Upland Canal . <br /> Besides the unnatural drainage of the truck stops water, <br /> the water itself is contaminated with oil, sludge and septic <br /> wastes and presents a health hazard . These wastes enter the <br /> water drainage at the north side of the truck stop property. <br /> With the water table only 3-4 feet below the surface and the <br /> heavy usage by the truck stop customers the truck stop septic <br /> system is inadequate. <br /> on January 18, 1984, the Coldanis obtained a plan of the <br /> proposed restaurant development . The plan shows a large <br /> collecting pond situated at the southwest corner of the truck <br /> stop property. This pond is to service both the truck stop <br /> and the restaurant. It is our understanding that this pond <br /> is to be very. high and that the drainage water from the truck <br /> stop and restaurant will be mechanically pumped up into the <br /> pond. The Coldanis object to the placement of the collecting <br /> pond at the site proposed in the plan for the following <br /> reasons : <br /> 1 . Steven Coldani ' s residence and domestic well are <br /> located very close to this pond . The drainage water will be <br /> contaminated with, at least the oil and gasoline runoff from <br /> the truck stop and restaurant land. There is a distinct <br /> possibility that this water may percolate into the domestic <br /> well and contaminate it . <br />
