One-time economic impacts will be generated by the Project construction as a result of spending <br /> on construction related goods and services. This direct economic impact will be limited to the <br /> construction period of the Project. An estimated direct construction investment of$7.1 million is <br /> estimated to create about 45 jobs over the duration of construction. Indirect economic impacts <br /> are estimated to equal approximately $1.6 million and create about 10 jobs. (EPS Technical <br /> Memo,p. 7.) <br /> 3) The Project Will Generate Sales and Property Taxes For the County. The Project will <br /> provide much needed sales tax and property tax revenues to the County's coffers. These <br /> revenues would go to the County's General Fund, which is the primary funding source for the <br /> construction, operation, and maintenance of a number of essential County services, programs, <br /> and facilities, including public protection services, health and sanitation services, recreation <br /> programs,and administrative functions, among other things. <br /> The Project will result in revenue generated through property tax. Based on a total assessed value <br /> of approximately $8.5 million, it is estimated that the project will generate about $85,000 <br /> annually at full buildout. The County General Fund would receive about$12,000 of this amount <br /> annually. The remainder of the property tax revenue would be allocated to other taxing entities <br /> such as school and fire districts. (EPS Technical Memo,p. 8.) <br /> Finally, the Project will result in revenue generated through sales tax. At full buildout, the <br /> Project is expected to generate$39.9 million in annual taxable sales from various services. Based <br /> on this total, the Project is estimated to generate about $299,000 in annual sales tax revenue for <br /> the County. (EPS Technical Memo,p. 8.) <br /> 4) The Project Will Provide Needed Additional Overnight Parking For Truck Drivers In a <br /> Safe Environment Long-haul truck drivers have limited options for safe, overnight parking <br /> while on the job. The Project will include 94 truck stalls located along the northern and eastern <br /> boundaries of the site. These new parking stalls designated specifically for trucks will provide <br /> additional,needed off-street, overnight parking. <br /> 5) The Project Will Provide Regional Travelers on Interstate 5 and State Route 12 With Clean, <br /> Diverse Amenities to Serve Their Travel Needs. Love's has been at the forefront of the <br /> convenience store and travel center industry for more than three decades. Consistent with its <br /> longstanding practices and commitment to customer service, the Project will embody the Love's <br /> guiding principle of "Clean Places, Friendly Faces" by providing friendly service and clean, <br /> modem facilities stocked with the fuel, food, and supplies drivers need to keep them going. In <br /> particular, the Love's Travel Stops at Flag City will provide numerous fueling stations for both <br /> passenger car and truck fueling, a large convenience store, and fast-food restaurant, as well as <br /> trucking supplies and showers. <br /> C. CONCLUSION <br /> As explained earlier, the Board of Supervisors has balanced these benefits and considerations <br /> against the significant unavoidable environmental effects of the Project and has concluded that <br /> Love's Travel Stops Project 26 Findings of Fact and <br /> Statement of Overriding Considerations <br />
