Environmental Impact Report Alternatives Assessment for the proposed Lodi, Cal&m1a,Love's Travel Stops Profect <br /> Memorandum January 28, 2013 <br /> Property tax revenues generated at Project buildout for the County's General Fund, including <br /> property tax, property tax in lieu of vehicle license fee revenue (PTIL VLF), and property tax <br /> in lieu of sales tax revenue (PTIL ST). <br /> Sales tax revenues generated at Project buildout for the County. <br /> Economic Impacts: One-Time Construction Impacts <br /> This memorandum presents the estimated economic impacts generated in the County during <br /> Project construction, including output (new dollars in the local economy), employment, and <br /> income generated. It Is important to note the construction impacts estimated (shown in 2012 <br /> dollars) do not reflect annual Impacts and reflect impacts produced over the entire construction <br /> period.? <br /> One-time economic impacts are generated by Project construction-related spending on goods <br /> and services. As such, the duration of these impacts Is limited to the construction period of the <br /> Project and reflects direct impacts (changes in the specific industries being analyzed) and <br /> indirect impacts (changes in inter-industry purchases). Because construction activities result In <br /> only temporary increases to economic activity, Project construction is not anticipated to create <br /> new resident employees and therefore new (induced) household expenditures in the local <br /> economy. Thus, total impacts do not include induced impacts to avoid overestimation of <br /> economic impacts associated with temporary increases to economic activity.8 <br /> Table 3 shows a summary of the estimated one-time impacts generated by construction of the <br /> Project in the local economy (County). As shown, an estimated direct construction investment of <br /> $7.1 million is estimated to create about 45 jobs over the duration of the construction period? <br /> Indirect economic impacts are estimated to equal approximately $1.6 million and create about <br /> 10 jobs. Combined, the economic impacts of Project construction activity are anticipated to <br /> 7 This analysis uses the IMPLAN software package and IMPLAN county database to calculate economic <br /> multipliers for the County. In general, a more structurally diverse economy will capture and recirculate spending and will <br /> generate a larger economic multiplier. <br /> The most current available IMPLAN model data for the County is from 2009; as such the Analysis' <br /> results are adjusted to reflect 2012 dollars. The smallest geographic boundary for which IMPLAN data <br /> are available is the county; therefore, this Analysis represents the potential Impacts In the entire <br /> County, including all the cities located in the County. <br /> 8 MIG, Inc., 2004.
