Environmental Impact Report Alternatives Assessment for the proposed Lodi, California, Love's Travel Stops Project <br /> Memorandum January 28,2013 <br /> deteriorated LOS conditions at evaluated intersections relative to the LOS conditions of the <br /> proposed Project. <br /> Alternative 4: Alternative Use—Retail with Fast-Food Restaurant <br /> Under the Retail with Fast-Food Restaurant alternative, the Project would contain a <br /> 7,700-square-foot convenience store and a 3,000-square-foot fast-food restaurant. All fuel <br /> dispensing services would be omitted under this alternative. <br /> Alternative 4 Feasibility Assessment <br /> The Retail with Fast-Food Restaurant alternative conflicts with the Project objectives of <br /> constructing a Love's truck stop to serve existing travelers and truck traffic; developing a <br /> property of sufficient size to accommodate a truck and auto fuel dispensing area, emergency tire <br /> repair and replacement services, convenience store, and fast-food restaurant to create a regional <br /> traffic stop; providing a facility of sufficient size to capture overflow overnight truck parking; and <br /> providing a travel stop facility of sufficient size to capture overflow overnight truck parking. <br /> The Retail with Fast Food alternative does not.conform to Love's business model; which is to <br /> develop a travel stop that combines a fuel dispensing area, convenience store, and fast-food <br /> restaurant if the project is located outside of their home base geographic area. That Is, Love's <br /> does not operate stand-alone restaurants or convenience stores with or without restaurants <br /> outside of their home base geographic area. There are two factors underlying this approach. <br /> First, high G&A costs associated with the management oversight of projects outside of their <br /> home base geographic area require the profit margins of all three uses combined (fuel dispensing <br /> area, convenience store, and fast-food restaurant) to achieve economic viability. Second, a <br /> project that excludes or reduces the amount of parking or fuel dispensing pumps would limit <br /> Love's ability to effectively use the Project in their market efforts to their trucking customer <br /> base. <br /> This alternative would use less acreage than the proposed Project site, leaving the remaining <br /> acreage to be developed with additional conforming land uses (i.e., commercial-freeway <br /> services) that typically are high-intensity uses (e.g., hotels, gas stations, fast-food restaurants). <br /> Any future commercial development on the remainder of the site likely will result in <br /> environmental impacts (e.g., traffic, air pollution, greenhouse gas emissions) greater than the <br /> proposed Project, given the proposed Project's low-intensity usage of a majority of the site. As <br /> estimated in Omni-Means'trip generation analysis, traffic impacts under the Retail with Fast- <br /> Food Restaurant alternative have the potential to be greater than the proposed Project(in the <br /> event retail uses and a fast-food restaurant are developed on the remaining land), resulting in <br /> significantly deteriorated LOS conditions at evaluated intersections relative to the LOS conditions <br /> of the proposed Project. <br /> Economic and Revenue Impacts of Proposed Project <br /> This memorandum also includes these select economic and revenue Impacts generated by the <br /> proposed Project: <br /> One-time construction impacts. <br /> Economic&Planning Systems,Inc. 6 v;1122a W22151 ran�con V22M m 01-28-JX. <br /> EXHIBIT 1 <br />
