k'q KLEINFEL DER
5.2. CONCLUSIONS AND RECOMMENDATIONS
We have performed a Site Reconnaissance Update in conformance with the scope and limitations
of ASTM Practice E 1527-00 of the 12.76 acre parcel located west of Thornton Road and a 20
acre parcel to the east of Thornton Road, north of Highway 12 in San Joaquin County, California.
In summary, this Site Reconnaissance Update has revealed the following information about the
site.
• Based upon Kleinfelder's observations made during the site reconnaissance, the agricultural
use of the site consisted of a vineyard and dry crop grain field. Agricultural chemicals may
have been applied to the site. No chemical mixing or storage areas were noted on site or in
aerial photographs. Normal agricultural chemical usage as part of crop production does not
generally trigger enforcement action by regulatory agencies and is therefore not considered a
"recognized environmental condition." Surface soil samples could be collected to further
evaluate this issue if desired.
• On properties with a history of agricultural use, many underground pipelines may exist. It
was common for said pipelines to contain asbestos (e.g. Transite pipe). Subsurface
exploration is not a part of our scope of work for this project. In the event that any
subsurface structures are encountered during site development or excavation on site, care
should be exercised in determining whether or not the subsurface structures contain asbestos.
If they contain asbestos, they should be removed, handled, transported, and disposed of in
accordance with local, State, and Federal laws and regulations. Additionally, if suspect
materials are encountered, the signatories of this report should be notified.
• A burn patch (approximately 10 feet by 5 feet) was observed in the center of the vacant field
east of Thornton Road. It appeared the burn area was isolated to the top inch of the soil only.
No unusual odors or evidence of hazardous materials was noted associated with the burn
patch. The burn patch does not appear to pose an environmental concern to the site.
• A buried concrete pipe was observed along the eastern edge of the eastern section of the site.
This pipe drains into a canal and onto a water diverting system.
• Commercially a fast-food restaurant (Burger King) has been constructed since Kleinfelder's
prior Phase I ESA. The Burger King is located on the southwest corner of the vacant field of
the eastern section. Kleinfelder did not access the interior of the Burger King Restaurant
during our site reconnaissance.
• Trash pits are present in the northwestern section of the vacant field of the eastern lot. The
trash pits are shallow in nature (less thanl foot) and consisted of various paper waste.
Evidence of hazardous materials was not noted by Kleinfelder, therefore, the trash pits do not
-- appear to pose an environmental concern.
18470.P01/ST02R285 Page 13 of 14
Copyright 2002,Kleinfelder.Inc July 30,2002
