Mr. Martin asked Mr. Godinho if the Health Department would approve on site disposal of <br /> wastewater, and if the Building Department were to say that portable toilets were okay would <br /> that eliminate the requirement for a soil suitability study/nitrate loading study. Mr. Godinho said <br /> that it would eliminate the perk test. Mr. Godinho indicated that he would talk to his supervisor, <br /> Mr. Borges, and ask him to contact the Mettlers regarding the testing. <br /> Mr. Godinho and the Mettlers discussed the well requirements. <br /> Mr. Martin reviewed the applicant's request to revise the Use Permit. Mr. Martin indicated that <br /> when the project was referred out the request to delete the soil suitability study/nitrate loading <br /> study was not included, it was not part of the project description. If it is determined that the <br /> condition can be changed and the Mettlers want to do so, then the project may need to be <br /> stopped and redo the initial study to include the change in the project description. Mr. Godinho <br /> asked if we could wait till Monday so he may talk to Mr. Borges and get back to the project <br /> planner. Mr. Martin indicated yes. <br /> Mr. Martin discussed the drainage issue. Mr. Martin informed the applicants that it may not be <br /> necessary to have a registered civil engineer or architect prepare the site plan, and asked the <br /> applicants to check with Mr. Rock in the Building Division. <br /> 11:00 a.m. 4. SITE APPROVAL APPLICATION NO. SA-01-71 OF ERLINDA <br /> LM HERNANDEZ (C/O SEVERIANO ARROYO). A Site Approval application <br /> to establish auto sales at an existing auto repair facility and a second <br /> phase to add a 480 square foot shop addition. There will be 15 cars for <br /> sale and 15 cars for repair. Located at the southeast corner of Waterloo <br /> and Golden Gate Avenue, east of Stockton (APN: 143-130-24; 3012 E. <br /> Waterloo Road, Stockton). <br /> Leanne Mueller, Associate Planner, Vicente Hernandez, owner; Severiano Arroyo, applicant; <br /> Rick Matuska, Code Enforcement Officer were present for this item. <br /> Ms. Mueller introduced the project. <br /> Mr. Hernandez indicated that the previous Site Approval No. SA-98-32 did not expire. Ms. <br /> Mueller informed the applicant that the research that she has done indicates that Mr. Hernandez <br /> did not meet all the conditions of approval in the required time frame, because it expired on <br /> December 21, 1999. Ms. Mueller indicated yes, the wall condition was met but there were other <br /> conditions like the landscaping and striping of the parking spaces that were not. Mr. Hernandez <br /> stated that they were not required in the conditions. Ms. Mueller stated that they were. <br /> Mr. Hernandez stated that the fence was built before December of 1999. Ms. Mueller agreed. <br /> Mr. Hernandez indicated that he spoke with Mr. Luoma regarding the landscaping. Mr. <br /> Hernandez informed staff that there was a contamination leak on the property that took about a <br /> year to clean up, and the soil was tested by the Environmental Health Division. f <br /> Mr. Hernandez stated that he is not constructing a building. Mr. Martin asked if Improvement <br /> Plans were submitted and approved for the first application. Ms. Mueller stated that <br /> Improvement Plans were submitted. Mr. Martin asked if the Improvement Plan was approved. <br /> Ms. Mueller informed Mr. Martin that it was double stamped and Mr. Farano approved it.
