In response to your concerns, <br /> it is Environmental Health Department's (EHD) responsibility on a pre-application to put <br /> forth to the best of our knowledge all the applicable conditions of approval that could <br /> affect the proposed project. In reviewing Environmental Health Departments comments <br /> dated February 19, 2003, for the Ramos Oil Company, Condition A delineates the <br /> requirement for a wastewater study found in San Joaquin County Development Title, <br /> Section 9-1105.2. The requirement related to a public wastewater system within a <br /> freeway service area is noted in Condition A. <br /> There has been no approval letter for Mr. Singh's wastewater treatment system as of <br /> today. The EHD has yet to see any final engineered drawings. The MicroSepTec Waste <br /> Water Treatment System that Mr. Singh is proposing will have several operating and <br /> permit conditions attached to it. Approval is subject to evaluation and based on EHD <br /> experience with a unit installed in Tracy, California. The Tracy system is under an <br /> evaluation and monitoring program in accordance with its permit. <br /> Considering your client has 20 acres plus that could be developed in Thornton, Mr. <br /> Borges on behalf of the EHD was looking at a bigger picture for Thornton in his <br /> comments and direction for you. Contacting Mr. Singh to determine if a larger <br /> wastewater treatment system could be engineered, thus allowing both projects and future <br /> development to have a greater opportunity for more services. <br /> The cost of a wastewater treatment system should be sought from a reliable Civil <br /> Engineer who has designed numerous systems, including installing them with a proven <br /> record of success. It does not do your business or Ramos Oil Company, or San Joaquin <br /> County any good to have an unproven wastewater treatment system approved and <br /> installed and experience failure. <br />
