2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Alex Chetlev. 468-3000) <br /> a. An encroachment permit shall be required for all work within the road right-of-way. Driveway <br /> encroachment permits are for flatwork only. All vertical features, including but not limited to <br /> fences, walls, private light standards, rocks, landscaping, and cobbles, are not allowed in the <br /> right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) <br /> b. All driveway approaches shall be improved in accordance with the requirements of San Joaquin <br /> County Standards Drawing No. R-17 prior to issuance of the occupancy permit for each phase of <br /> the project: (Development Title Section 9-1145.5) <br /> c. The site shall be designed to contain the storm water runoff on the site.and to prevent off-site <br /> sediment transport. Provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards to prevent the increased runoff release rate of storm water discharging <br /> onto other properties. Retention basins shall be fenced with a six-foot-high chain-link fence or <br /> equal when the maximum design depth is 18 inches or more. The required retention basin <br /> capacity shall be calculated by a registered civil engineer, licensed contractor, or licensed <br /> architect prior to the release of building permits. (Development Title Section 9-1135) <br /> d. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application for each phase of the project. The fee will be <br /> based on the current schedule at the time of payment. The fee shall be automatically adjusted <br /> July 1 of each year by the Engineering Construction Cost Index as published by the Engineering <br /> News Record. (Resolution R-00-433) <br /> e. The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of building permit application for each phase of the project. The fee will <br /> be based on the current schedule at the time of payment. (Resolution R-06-38) <br /> f. All new and/or substantially improved structures for each phase of the project shall meet the <br /> requirements for construction in Special Flood Hazard areas that are in effect at the time of <br /> building permit issuance as specified in Development Title Section 9-1605 prior to issuance of <br /> building permits for each phase of the project. The Flood Management Division of Public Works <br /> shall be contacted for these requirements (209-468-7612). <br /> g. A copy of the Final Site Plan shall be submitted prior to the release of the building permit for each <br /> phase of the project. <br /> h. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification for each phase of the project. <br /> i. The proposed project disturbs less than one acre of ground and is not part of a larger plan of <br /> common development.
