1) COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Rick Griffin, [209] 468- <br /> 3154) <br /> a) BUILDING . PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING <br /> PERMIT". The Site Plan required as a part of the building permit must be prepared <br /> by a registered civil engineer or licensed architect. This Plan must show drainage, <br /> driveway access details including gates, on-site parking, landscaping, signs, <br /> existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK <br /> LIST' for details). Foundation and soils investigation shall be conducted in <br /> conformance with Chapter 18 of the California Building Code at the time of permit <br /> application. A fee is required for the Site Plan review. (Development Title Section <br /> 9-884) <br /> b APPROVED USE: This approval is for a vinegar processing facility to be built in <br /> PP g P 9 Y <br /> two phases as shown on the Site Plan dated December 1, 2010 (Use Type: <br /> Agricultural Processing-Food Manufacturing). Phase 1 is the conversion of two <br /> existing agricultural buildings into a processing area, vinegar tasting area, <br /> storage, and restrooms. Building 1 will contain the restrooms. Building 2 will <br /> include 1,500 square feet for storage, 800 square feet for a processing area, and <br /> 500 square feet for a vinegar tasting area. Phase 2 includes the construction of <br /> a new 5,000 square foot processing and storage building, with building permits to <br /> be issued within ten years. <br /> c) CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. <br /> If the Capital Facility Fee is applicable, the County shall collect the fees before the <br /> issuance of any building permits. (Development Title Section 9-1245.2) <br /> d) PARKING: Off-street parking shall be provided and comply with the following: <br /> f (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with base material of appropriate depth and asphalt <br /> concrete or Portland cement concrete to provide a durable, dust free surface. <br /> (Development Title Section 9-1015.5(e]) <br /> (2) A minimum of twenty (20) parking spaces shall be provided, including one (1) <br /> accessible space, which shall be van accessible. Seven (7) of those parking <br /> spaces are required for Phase 1 and the remaining thirteen (13) parking spaces <br /> are required for Phase 2. Accessible spaces shall be located as close as <br /> possible to the primary entrance (C.C.R., Title 24). (2.5 spaces are required for <br /> every 1,000 feet of building area) (Development Title Section 9-1015.3) <br /> e) LOADING: One loading space shall be provided for Phase 2. The space shall be a <br /> minimum of 25 feet in length and 15 feet in width, and shall have a minimum height <br /> clearance of 14 feet. On-site driveways and maneuvering areas may be used in <br /> lieu of one of the loading spaces as long as maneuvering areas for delivery vehicles <br /> are provided.
