Analysis <br /> Background <br /> On September 18, 2003, the San Joaquin County Planning Commission approved Use Permit No. PA-0300380 <br /> for a 66 foot tall wireless telecommunications monopole.The monopole was built and is currently in operation. <br /> Land Use <br /> The existing cell tower is located ten (10) feet from the southern property line. The parcel to the south is <br /> vacant and zoned R-L (Low Density Residential). The nearest residences are located within the City of <br /> Stockton, over three hundred (300)feet to the east and southwest of the cell tower site. Pursuant to San <br /> Joaquin County Development Title Section 9-1065.4(d), the cell tower shall be located a distance equal to at <br /> least the height of the tower from residential structures on adjoining properties. The addition of twenty (20) <br /> feet to the height of the existing tower complies with that section and all other requirements of the <br /> Development Title. <br /> Need <br /> The applicant states that there is a gap in coverage in this area of Stockton. The applicant would like <br /> consistent coverage throughout the area. Collocating on this existing monopole would provide that <br /> coverage. <br /> Least Intrusive <br /> Collocation on an existing monopole is the least intrusive method of providing increased coverage. Under <br /> certain conditions, collocation of wireless telecommunications facilities in an R-L zone may be permitted with <br /> an Improvement Plan.
