Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. PA-0500607 with the Findings and Conditions of Approval contained in <br /> the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the continued operation of the telecommunications <br /> monopole and the addition of twenty (20)feet to the height do not conflict with the General <br /> Plan. The use proposed in application PA-0500607 may be conditionally permitted in the R- <br /> L zone with an approved Use Permit application. A telecommunications monopole is <br /> consistent with the R/L General Plan designation, which in turn is permitted in the R-L <br /> zone. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because adequate utilities, access roads, drainage and other <br /> necessary facilities have been provided, and the proposed improvements are properly <br /> related to existing and proposed streets and highways. The addition of twenty (20) feet in <br /> height does not require any additional facilities. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the property involved is of adequate size and shape to <br /> accommodate the proposed use. All yards, building coverage, setbacks, parking areas and <br /> other requirements of this Title are shown on the Site Plan dated September 1, 2005. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant environmental impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because with the Conditions of Approval the proposed use will <br /> not interfere with or alter the current uses on adjacent properties. All residential structures <br /> are located outside the fall zone of the tower.
