San Joaquin Council of Governments <br /> 555 East Weber Avenue • Stockton,CA 95202 • (209)235-0600 • FAX(209)235-0436 <br /> San Joaquin Counhj Airport Land Use Commission <br /> ALUC RESPONSE TO LOCAL JURISDICTION <br /> To: Rick Griffin,San Joaquin County Community Development Department <br /> From: Kim Anderson, Senior Regional Planner, San Joaquin Council of Governments <br /> Date: Sept 22, 2015 <br /> Local Jurisdiction Project Title: P.A-1500168(SA) -D.Hill Trucking <br /> Area of Influence,Airport:Tracy Municipal Airport Assessor Parcel Number(s): 253-120-25 <br /> Safety Criteria Matrix Zone: Runway Protection Status: CONSISTENT LAND USE WITH <br /> Zone(1),Inner Approach/Departure Zone(2),Inner CONDITIONS <br /> Turning Zone(3) <br /> The San Joaquin County Airport Land Use Commission (ALUC) has reviewed the planning application received <br /> from the San Joaquin County Community Development Department The project site is located within the Tracy <br /> Municipal Airport and occupies three zones of the Tracy Municipal Airport Land Use Compatibility Zones. <br /> Pursuant to the State Aeronautics Act (Public Utilities Code Section 21676), the project is subject to a <br /> Consistency Determination by the San Joaquin County ALUC. <br /> CONSISTENCY REVIEW <br /> This project includes the construction of a 4,800 square foot maintenance facility, and the utilization of existing <br /> structures, chiefly a 952 square foot office, two 1,400 square foot storage buildings, and a 1,200 square foot <br /> storage building. The project also proposes the construction of a storm drainage basin on the south side of the <br /> parcel. The parcel, and the related projects, span across three zones of the Airport Land Use Compatibility Plan: <br /> Zone 1 RPZ (Runway Protection Zone), Zone 2 IDAZ (Inner Approach/Departure Zone), and Zone 3 ITZ (Inner <br /> Turning Zone). <br /> The land uses proposed with the facility are compatible with conditions consistent with the 2009 ALUCP <br /> Zones for Tracy Municipal Airport. The expansion of the existing truck maintenance represents a permitted <br /> use in Zones 2 and 3 with new construction currently proposed on the portion of the Parcel encompassed by <br /> Zone 3. The structure(s) should be situated the maximum distance from the extended runway centerline and, if <br /> taller than 35 feet, the proposed structure is subject to FAA Airspace Review. In addition, the storm water <br /> retention basin proposed for the southernmost portion of the parcel is located within Zones 1 and 2, and <br /> represents a potential prohibited use as a waterway creating a bird hazard. The ALUC recommends that the <br /> project proponent/city staff consult FAA Advisory Circular 150/5200-33B (Hazardous Wildlife Attractants On <br /> or Near Airports) and the California Airport Land Use Planning Handbook for guidance on evaluation of the <br /> need to redesign the stormwater management feature on the site.
