8. Outside of communities (identified in Figure IV-1), existing industrial areas
(which may be expanded), Freeway Service areas, Commercial
Recreation areas, and Truck Terminal areas, the General Plan Map land
use designation shall be Agriculture or other open space designations.
The subject parcel is located outside of a community identified in
Figure IV-I of the General Plan. The project is not an expansion of an
existing industrial area. The project would create a new industrial
area within a larger agricultural area, which is inconsistent with
General Plan policies regarding the location of urban development.
The proposal does not appear to meet this policy.
General Plan Amendment Implementations (General Plan, Volume I, pp. IV-
13,14)
Implementation No. 13(b): In reviewing an application for a General Plan
2010 Map amendment to convert land from agricultural to non-agricultural
urban uses, the following criteria should be used for evaluation:
(1) the merits of the proposed project and the availability of
comparable alternative sites in areas already designated for
urban uses;
There are alternate sites available within the urban
community of Tracy that permit an industrial use. The
proposal does not appear to meet this policy.
(2) the potential for the project to create premature development
pressure on surrounding agricultural lands;
The project would likely create premature development
pressure on surrounding agricultural land as the project
site is surrounded to the north by land designated as
General Agriculture and Open Space Resource
Conservation and to the east by land designated as
General Agriculture. The proposal does not appear to
meet this policy.
(3) the availability of infrastructure:
Public water, sewer, and drainage may not be required
for a single I-W (Warehouse Zone) parcel outside of an
urban area, however public services could be required if
the property were to subdivided.
(4) the resulting development pattern; leapfrog development
shall be strongly discouraged.
