f. Construction Noise: The following combination of measures shall be implemented during <br /> construction: <br /> (1) Construction shall be restricted to the hours of 6:00 AM to 8:00 PM on weekdays. Extended <br /> hours which may include Saturdays and Sundays may be allowed through prior notice to <br /> adjacent residents and landowners, and prior approval of the MHCSD for infrastructure <br /> construction and CDD for building permits. <br /> (2) All internal combustion engines shall be equipped with exhaust mufflers that are in good <br /> condition and appropriate for the equipment. <br /> (3) Timing: Building permit notes prior to issuance of building permits. <br /> g. Final Map Digital File: A digital file of the fire station site and building shall be submitted to the <br /> Community Development Department. The digital file format shall be consistent with <br /> requirements of the Community Development Department GIS division. Timing: condition shall <br /> be met prior to approval of building permit. <br /> h. Preconstruction Surveys and Incidental Take Avoidance Measures:A preconstruction survey <br /> consistent with the requirements of SJMSCP, Master Plan Appendix 7-C and protocols established <br /> by State and Federal Wildlife Agencies shall be conducted within two calendar weeks prior to <br /> ground disturbance to cover kit fox as well the remainder of the covered species. The pre- <br /> construction surveys shall be conducted by a qualified biologist.All applicable Incidental Take <br /> Avoidance Measures described in Section 5.2 of the SJMSCP and the preconstruction surveys <br /> shall be implemented. Construction/grading activities: If, during the course of any grading activity or construction, <br /> subsurface archaeological features are uncovered anywhere within the project site, work shall be <br /> immediately halted in the vicinity of the find and a qualified archaeologist shall be consulted for an <br /> onsite evaluation. Such evaluation may entail archaeological test excavation and/or mitigative <br /> data recovery. The County Coroner, the Native American Heritage Commission, and an <br /> archaeologist shall be informed and consulted if a human prehistoric burial site is discovered <br /> during site construction. An agreement shall be formulated between the Native American <br /> representative, the archaeologist, San Joaquin County, and the developer with regard to the <br /> proper treatment and disposition of human remains and associated artifacts. If the business will handle or store hazardous materials such as gasoline, propane, compressed <br /> gases, batteries, etc. at threshold reporting quantities (55 gallons liquid, 500 pounds solid, or 200 <br /> cubic feet compressed gas), then the business will be required to complete and submit a <br /> Hazardous Materials Management Plan (HMMP) to this office.
