RECOMMENDATION <br /> Action: <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration, and <br /> 2. Approve PA-0300259 with the Findings and Conditions of Approval contained in the <br /> staff report. <br /> Findings: <br /> 1. The proposed use is consistent with the goals, policies, standards and maps of the <br /> General Plan, the Master Plan, any applicable Specific Plan, any applicable Special <br /> Purpose Plan, the Public Financing Plan and any other applicable plan adopted by <br /> the County. <br /> • This finding can be made because the analysis provided in the staff report <br /> has shown that the project is consistent with these adopted plans. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage and <br /> other necessary facilities have been provided, and the proposed improvements are <br /> properly related to existing and proposed roadways. <br /> • This finding can be made because: <br /> Along the north frontage of the site of the proposed fire station, Mascot <br /> Boulevard has been constructed to full width roadway standards. To the <br /> west of the site, this roadway tapers to a single travel lane on the south <br /> side of the median. Along the east frontage of the site, Tradition Street has <br /> been constructed to half-width road improvement standards. The balance <br /> of the Tradition Street road improvements will be completed when the <br /> property on the east side of, and adjacent to Tradition Street, is developed. <br /> As noted in the project description, the access driveway for the fire truck <br /> will have direct access the Mascot Boulevard/Tradition Street intersection. <br /> This intersection has been designed and constructed with conduits, loops, <br /> electrical wiring, traffic signal poles and mast arms, and other components <br /> needed for a traffic signal. The traffic signal has been designed to <br /> accommodate signal preemption for fire truck ingress and egress. In <br /> addition, light poles for the intersection have also been installed. <br /> With respect to sanitation and water supply, the MHCSD has stated that the <br /> proposed fire station would be provided with sewer and water service.
