The site is physically suitable for the type of development and for the intensity of <br /> development. <br /> • This finding can be made because: <br /> In January 1999, a geotechnical engineering study was performed by <br /> Condor Earth Technologies, Inc. ("Condor"), for Neighborhood "F" <br /> (Geotechnical Engineering Study Neighborhood F, Mountain House, <br /> California, January 26, 1999 [Condor Project No. 2496A], or "GES"), which <br /> is immediately to the north of the site of the proposed fire station. The GES <br /> identifies and characterizes geologic and geotechnical conditions and <br /> provides preliminary geotechnical recommendations and design criteria for <br /> Neighborhood "F". On July 16, 2003, Condor stated in a letter transmitted <br /> to the Community Development Department that the plan sheets for the site <br /> of the proposed fire station are in general accordance with the GES. The <br /> letter notes, "Based on this review and our recent reconnaissance to the <br /> Site, the GES may be used for design and construction of the proposed <br /> Fire Station provided the recommendations provided in this fetter are <br /> followed." The MHCSD has stated that the GES will be used for design and <br /> construction of the proposed fire station and that the recommendations of <br /> the GES will be followed. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety <br /> or welfare, or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because: <br /> Construction of the fire station will enhance public health, safety, and <br /> welfare for the residents of Mountain House and protect adjacent property <br /> and improvements. The array of services called for by the Fire Protection <br /> Services Agreement between the MHCSD and the Tracy Rural Fire <br /> Protection District (e.g., fire protection and prevention services, emergency <br /> medical services, enforcement of the fire codes and other ordinances, fire <br /> investigation, etc.) will have a positive impact on people and adjacent <br /> property. <br /> With respect to traffic safety issues related to fire trucks and emergency <br /> vehicles leaving the fire station, a July 2003 traffic safety study conducted <br /> by TJKM concluded that the proposed fire station "does not include any <br /> unsafe traffic design features." Commenting on the access driveway that <br /> is positioned diagonally to the Mascot Boulevard/Tradition Street <br /> intersection, TJKM study notes the following: <br /> ...With this arrangement,vehicles making emergency runs from the station are not <br /> affected by any blockages or congestion that may occur on any approaches to the <br /> intersection.
