("KL <br /> Brl9M hWk Mght SWutiou <br /> 1 EXECUTIVE SUMMARY <br /> A Phase I Environmental Site Assessment (ESA) was performed by Kleinfelder, for Siegfried <br /> Engineering (the "Client"), of proposed Parcels 1 and 3 located at 101 East Transportation <br /> Court / 10182 Harlan Road (Parcel 1), and 161 East Transportation Court (Parcel 3) in the <br /> French Camp community of San Joaquin County, California (see Figure 1, Vicinity Map). <br /> Parcels 1 and 3 (collectively referred to herein as the "Site") are located on approximately 18 <br /> acres of a larger parcel of land identified by the San Joaquin County Assessor as Assessor's <br /> Parcel Number (APN) 193-270-18. It is our understanding that the Client is requesting a Phase <br /> I ESA of the Site, required as part of a lot line split of the larger parcel of land. <br /> This report was prepared using the ASTM International (ASTM, formerly known as the <br /> American Society for Testing and Materials) Designation E 1527-13, Standard Practice for <br /> Environmental Site Assessments: Phase / Environmental Site Assessment Process (the <br /> "Standard Practice"), and the All Appropriate Inquiry (AAI) section of the Small Business <br /> Liability Relief and Revitalization Act (the Federal Brownfields Law). The Phase I ESA findings <br /> include: <br /> • The Site consists of approximately 18 acres of a larger parcel of land, which is identified <br /> by the San Joaquin County Assessor as APN 193-270-18. This parcel is proposed to be <br /> split into three lots referred to as Parcels 1, 2, and 3. Parcels 1 and 3 are the subject of <br /> this Phase I ESA and are associated with the street addresses of 101 East <br /> Transportation Court and 10182 Harlan Road (Parcel 1), and 161 East Transportation <br /> Court (Parcel 3). Parcel 1 is currently occupied by Delta Truck Center, which operates a <br /> truck repair/maintenance and body shop facility. Parcel 3 is currently used by Shippers <br /> Transport Express as a truck hauling facility (truck parking). The shop building on Parcel <br /> 3; however, is unoccupied and vacant. <br /> • The Site was historically used for agricultural purposes until the mid-1990s. The Site <br /> was developed in approximately 1995 with the existing Site buildings. Delta Truck <br /> Center has occupied Parcel 1 since 1996 and has performed truck repair/maintenance <br /> and body shop services since that time.
