1 KLE/NFELDER
\ uynveoq..ngn,sownom.
4.3.4 San Joaquin County Environmental Health Department
Kleinfelder submitted a written request on October 17, 2016 to the SJCEHD for information
pertaining to hazardous materials usage and storage, including AST and UST records, for the
Site. The SJCEHD indicated in a telephone conversation on October 26, 2016 that there were
no UST files for the Site addresses; and that results of the hazardous materials files search
request were still pending. Should information received from the SJCEHD change our
conclusions and recommendations, the Client will be notified.
4.3.5 Pipeline and Hazardous Materials Safety Administration, National Pipeline Mapping
System
According to the California State Fire Marshal, pipeline information is available at the PHMSA's
online NPMS (https://www.npms.phmsa.dot.gov). Kleinfelder researched pipeline information on
the NPMS on October 17, 2016 for the Site and vicinity. Based on our review of the NPMS,
SFPP, LP operates a pipeline that parallels McKinley Avenue located east of the railroad tracks
(east of the Site). In addition, Pacific Gas and Electric Company has an active natural gas
pipeline, which also parallels McKinley Avenue east of the tracks. No hazardous liquid releases
or natural gas incidents were reported associated with these pipelines. A copy of the NPMS
map is included in Appendix C.
4.3.6 State Water Resources Control Board, GeoTrackerTM / Central Valley Regional Water
Quality Control Board
Kleinfelder reviewed the SWRCB GeoTrackerTPd online database for information pertaining to
the Site and adjoining properties. No listings for the Site were reported. One adjoining off-Site
facility, designated "Granite Construction Co" was listed. A portion of this facility adjoins to the
south of Parcel 3 of the Site. Information from the SWRCB GeoTrackerTM database indicates
the facility had a release of gasoline that affected groundwater. Based on a No Further Action
Request submitted by Wallace Kuhl & Associates dated October 10, 2005, five USTs (one
waste oil, two diesel, and two unleaded gasoline USTs) were removed from the property in
1992. Subsurface assessments performed at this facility indicated the presence of petroleum
hydrocarbon contamination in soil and groundwater. Impacted soil was excavated/removed and
groundwater monitoring was performed between 1993 and 2004. Groundwater flow was
indicated to be predominately to the northwest, and the depth to groundwater reported to be
between 15 and 30 feet bgs. Closure was requested based upon additional source removal that
20172543.001A/ST016R49461 Page 23 of 54 November 2, 2016
©2016 Kleinfelder ew Aleinfelderxom
