LK DER
The
BiIRMFkopf.RpM 5oN4om
The subject of AGE's Phase I ESA was the property at 161 East Transportation Court (Parcel 3
of the subject Site), which at that time was occupied by Schneider Transportation (Schneider).
Schneider utilized the property as a trucking/training facility, which included a truck
terminal/maintenance shop building with an attached two-story office area and a fueling island
with four dispensers and two 12,000-gallon diesel ASTs. Schneider was in the process of
vacating the property at the time of AGE's Phase I ESA.
The property was indicated to be used for agricultural purposes between the 1930s and 1990s.
Buildings on the property were constructed in approximately 1995, along with a fuel island and
canopy. A new fuel island and canopy were constructed in approximately 2003; the old fuel
island canopy was demolished in approximately 2005.
Based on SJCEHD records reviewed by AGE, permits were issued to:
• Schneider National, Inc. to operate a Hazardous Waste Generator Facility (2010-2015),
Aboveground Petroleum Storage Facility (2010-2015), and Small Quantity Hazardous
Generator Facility (2004-2009); and,
• Valley Material Transportation to operate a Small Quantity Hazardous Waste Generator
Facility (2000-2003).
Five ASTs were indicated to be maintained at the property, including two 10,000-gallon diesel
RASTs,one 500-gallon waste oil AST, and two 1,500-gallon ASTs containing new oil. Hazardous
materials and wastes typical of truck repair facilities included diesel fuel exhaust solution,
motor/gear/hydraulic oil, grease, liquid gases (nitrogen argon), propane, transmission fluid,
antifreeze, waste oil, and lead acid batteries were reported for the property. No significant
violations were reported during inspections conducted at the facility associated with ASTs or
hazardous materials usage.
In April 2014, approximately 50 to 100 gallons of Nue Carbo-chelate (organic fertilizer) was
spilled from a storage tote in a truck trailer, impacting the asphalt surface beneath it. The spill
was reportedly cleanup up the truck operator with an absorbent material. The SJCEHD reported
that the asphalt was dry, but was slightly stained.
20172543.001A/STO16R49461 Page 33 of 54 November 2, 2016
©2016 Kleinfelder ew Aleinfelderxom
