General Plan Locational Criteria <br /> The General Plan Low-Density Residential locational criteria state that the area must be appropriate for <br /> single-family neighborhoods. (Volume I, pp. IV-18) <br /> • The proposal to redesignate the area to Low-Density Residential (R/L) appears to be consistent <br /> with this General Plan Policy. In particular the project is bounded on the North and South by <br /> residential lots and single-family dwelling units and land that is appropriately zoned Low- <br /> Density Residential (R/L). <br /> General Plan Infrastructure Services Requirements <br /> Future development is directly related to the location, availability and quality of infrastructure services <br /> available to the public. Expansion of urban communities shall be limited to areas where public services and <br /> systems can be provided. The proposed General Plan Map Amendment would expand the urban <br /> community of Lockeford and all new development in the Lockeford area shall be coordinated with the <br /> Lockeford Community Services District. (Volume ll, pp. VI-15) In order to comply with these policies the <br /> Lockeford Community Services District must indicate that the required services will be available within the <br /> General Plan 2010 planning period. <br /> General Plan Agricultural Policies and Growth Accommodation Policies <br /> In reviewing the General Plan 2010 Map amendments to convert land from agricultural uses to non- <br /> agricultural urban uses, the following criteria should be used for evaluation (General Plan/Growth <br /> Accommodation/Implementation No. 13[b], Vol. 1, Page IV-13): <br /> • The merits of the proposed project and the availability of comparable alternative sites in areas <br /> already designated for urban uses. <br /> The urban community of Lockeford covers 1,142 acres with 607 acres designated <br /> residential. Additionally, there is land to the north and south which has not been <br /> developed. The project does not appear to meet this implementation measure. <br /> • The potential for the project to create premature development pressure on surrounding <br /> agricultural lands <br /> The project site is outside the urban community and development is located around <br /> newer subdivisions. If approved this could serve as the impetus for future requests to <br /> expand the community of Lockeford into adjacent agriculture areas. The project does <br /> not appear to meet this implementation measure. <br /> • The availability of infrastructure <br /> The expansion of urban communities shall be limited to areas where community <br /> wastewater treatment systems, public water systems and public drainage systems can be <br /> provided. Lockeford Community Services District maintains the public services for <br /> Lockeford. Lockeford Community Services District must indicate that the required services <br /> will be available within the General Plan 2010 planning period. <br /> • The resulting development pattern, leapfrog development shall be strongly discouraged <br /> The Town of Lockeford encompasses about 100 acres along both sides of State Route <br /> 12/88, extending five blocks from east to west and one block back from either side of the <br /> highway. The project site abuts the eastern boundary of the Town of Lockeford. The <br /> proposed project is consistent with this implementation measure. <br />
