Jan . 9. 2006 11 : 54AM CA DEPARTMENT OF TRANSPORTATION No.4686 P . 3 <br /> Mr. Funderburg <br /> January 9, 2006 <br /> Page 2 <br /> • Paths, greenways, and other passive recreational uses such as linear parks can also <br /> increase mobility and are an appropriate fit along local rivers, creeks, and canyons, <br /> provided they are constructed in an environmentally conscientious manner. <br /> Continuity and connectivity are important considerations that may necessitate <br /> coordination with adjoining jurisdictions. <br /> • While recognizing that topographic and environmental constraints may preclude a <br /> strict interconnected grid street network, roads which are routed in parallel can <br /> provide an alternative to using the interregional roads or highway, thereby helping to <br /> alleviate congestion on State facilities. A street system with minimal <br /> interconnectedness -- where drivers are siphoned from local streets to major streets or <br /> highways -- concentrates traffic, leaving few choices to drivers. An interconnected <br /> grid street system offers the traveler multiple paths to reach any destination, thereby <br /> alleviating potential congestion by providing alternative routes. <br /> • The Department has no objection to re-zoning the property at this location, however <br /> we would like to review any future applications for on site activities requiring <br /> encroachment permits for approval. Please forward the lead agencies California <br /> Environmental Quality Act (CEQA) determination and supporting documentation to <br /> the Department for mitigation monitoring. <br /> • The Department would like to review future site plans when they become available. <br /> • A traffic impact study(TIS) is necessary to determine this proposed project's near- <br /> term and long-term impacts to State facilities--both existing and proposed— and to <br /> propose appropriate mitigation measures. The Department recommends that the study <br /> be prepared in accordance with the Caltrans Guide for the Preparation of Traffic <br /> ,Impact Studies, dated December 2002 (Guide). The Guide is available online at the <br /> following web address: http://www.dot.ca.gov/hq/tpp/Planning_tools/tools.htin. <br /> Minimum contents of the TIS are listed in Appendix "A" of the TIS guide. All State <br /> owned signalized intersections affected by this project should be analyzed using the <br /> intersecting lane vehicle (ILV)procedure from the Department's Highway Design <br /> Manual, Topic 406, page 400-21. <br /> 'Caltrans improves mobility across California <br />
