The project is adjacent to the <br /> unincorporated urban community of Lockeford 300 feet southwest of Hammond <br /> Street on the east side of Tully Road, Northeast of Lodi. The current use of the <br /> land includes several vineyards and flat agricultural land. The parcels to the <br /> north and south of the subject site have a General Plan designation of Low- <br /> Density Residential (R/L) and the parcels located west of the site have an <br /> Elementary School on site and to the east have vineyards and have a General <br /> Plan designation of General Agriculture (A/G). <br /> General Plan Policies <br /> In order to recommend that a General Plan Map Amendment be approved, the <br /> Basis for General Plan Amendment must be made in the affirmative. That is, it <br /> must be determined that the internal consistency of the General Plan is <br /> maintained in the adoption of the General Plan Amendment. This means that the <br /> proposed change must be consistent with all of the various General Plan goals, <br /> policies, objectives and implementation measures. <br /> The Community Development Department has reviewed the proposed <br /> application and offers the following comments: <br /> General Plan Locational Criteria <br /> The General Plan Low-Density Residential locational,criteria state that the area <br /> must be appropriate for single-family neighborhoods.
