• The proposal to redesignate the area to Low-Density Residential (R/L)
appears to be consistent with this General Plan Policy. In particular the
project is bounded on the North and South by residential lots and single-
family dwelling units and land that is appropriately zoned Low-Density
Residential (R/L).
General Plan Infrastructure Services Requirements
Future development is directly related to the location, availability and quality of
infrastructure services available to the public. Expansion of urban communities
shall be limited to areas where community wastewater treatment systems can be
provided. (Policy #1 , Volume I, pp. IV-60) The proposed General Plan
Amendment would expand the urban community of Lockeford. Currently the
Lockeford Community Services district operates and maintains the community
services in Lockeford. Lockeford Community Services District has not provided
the applicant with the necessary provisions for infrastructure systems stating that
it can and will provide the required services. Therefore, prior to a full submittal of
the General Plan Amendment application accommodations for public water,
sewer, and drainage will be required.
Conversion of Agricultural Land
In reviewing the General Plan 2010 Map amendments to convert land from
agricultural uses to non-agricultural urban uses, the following criteria should be
used for evaluation: (Growth Accommodation Implementation Measure, 13b.,
General Plan Vol. 1 , pp. IV-13)
• The merits of the proposed project and the availability of comparable
alternative sites in areas already designated for urban uses.
The project site is surrounded by available Low-Density Residential
land to the north and south which has not been developed.
The project does not appear to meet this implementation measure.
• The potential for the project to create premature development pressure on
surrounding agricultural lands
Public services would not be available for the adjacent agricultural
lands so this does not create pressure to develop surrounding
agricultural lands.
• The availability of infrastructure
The applicant shall receive approval from the Lockeford Community
Services District for the provision of water and waste water disposal.
