• The proposal to redesignate the area to Low-Density Residential (R/L) <br /> appears to be consistent with this General Plan Policy. In particular the <br /> project is bounded on the North and South by residential lots and single- <br /> family dwelling units and land that is appropriately zoned Low-Density <br /> Residential (R/L). <br /> General Plan Infrastructure Services Requirements <br /> Future development is directly related to the location, availability and quality of <br /> infrastructure services available to the public. Expansion of urban communities <br /> shall be limited to areas where community wastewater treatment systems can be <br /> provided. (Policy #1 , Volume I, pp. IV-60) The proposed General Plan <br /> Amendment would expand the urban community of Lockeford. Currently the <br /> Lockeford Community Services district operates and maintains the community <br /> services in Lockeford. Lockeford Community Services District has not provided <br /> the applicant with the necessary provisions for infrastructure systems stating that <br /> it can and will provide the required services. Therefore, prior to a full submittal of <br /> the General Plan Amendment application accommodations for public water, <br /> sewer, and drainage will be required. <br /> Conversion of Agricultural Land <br /> In reviewing the General Plan 2010 Map amendments to convert land from <br /> agricultural uses to non-agricultural urban uses, the following criteria should be <br /> used for evaluation: (Growth Accommodation Implementation Measure, 13b., <br /> General Plan Vol. 1 , pp. IV-13) <br /> • The merits of the proposed project and the availability of comparable <br /> alternative sites in areas already designated for urban uses. <br /> The project site is surrounded by available Low-Density Residential <br /> land to the north and south which has not been developed. <br /> The project does not appear to meet this implementation measure. <br /> • The potential for the project to create premature development pressure on <br /> surrounding agricultural lands <br /> Public services would not be available for the adjacent agricultural <br /> lands so this does not create pressure to develop surrounding <br /> agricultural lands. <br /> • The availability of infrastructure <br /> The applicant shall receive approval from the Lockeford Community <br /> Services District for the provision of water and waste water disposal. <br />
