August 3, 2004 <br /> NOA Project Number: E04081A <br /> 1.1 Site Description <br /> The Assessor Parcel Number for the Site is 015-050-15, and the county application number is <br /> PA-04-403. According to the San Joaquin County Assessors Parcel Map, the Site is 19.31 acres <br /> in size (Plate 1). One single-family residence and one shop building are located in the <br /> southwest corner of the Site. The remainder of the Site has been recently planted with <br /> vineyard. <br /> The elevation of the Site, according to a United States Geologic Survey topographic map, is <br /> approximately 34 feet above mean sea level. The Site is relatively flat but located in a region <br /> with a slight grade of approximately six feet per mile down to the west. <br /> 1.2 Zoning Information <br /> _ According to San Joaquin Community Development Department, the Site is zoned AG-40, <br /> limited agriculture with a minimum parcel size of 40 acres. This zoning designation "is <br /> established to preserve agricultural lands for the continuation of commercial agricultural <br /> enterprises" (www.co.san-joaquin.ca.us, 2004). <br /> 1.3 Proposed Development <br /> The project consists of converting an existing 1,245 square foot shop building into a boutique <br /> winery. No additional septic systems are proposed by Mr. Peterson (personal <br /> communication,July 27, 2004). <br /> 2.0 PRESENT AND PAST USES OF THE SITE AND VICINITY <br /> 2.1 Site Use <br /> One residence and one shop building are located on the Site. A paved driveway connects the <br /> buildings to the access road extending north from Turner Road. One residential well and one <br /> agricultural well are located within the residential area. The residence and the shop building <br /> each have a septic system with a leach field (Plate 1). <br /> 2.2 Vicinity Use <br /> The Site is located within an area of agricultural parcels with single-family rural residences. <br /> An irrigation canal defines the northern boundary of the Site. <br /> 2 <br />
