v
WASTE DISCHARGE REQUIREMENTS ORDER NO. 99-103 -3-
SEBASTIANI VINEYARDS, INC.
SAN JOAQUIN COUNTY
four anerobic/aerobic ponds, operated in parallel, for primary and secondary treatment. Each
pond is approximately 365 by 190 by 12 feet in depth, covering an area of approximately
7 acres. The ALPS were constructed with 1 foot compacted clay liners and have rip rap along
the sidewall to prevent erosion. There are four cells in each AIPS. Two of the cells serve as a
primary digester. The central cell provides deep aerobic treatment and the fourth cell serves as
a clarifier.
14. Wastes are injected into the deep anerobic zone which is covered by a 4 foot layer of
oxygenated water, produced using three aspirating and two conventional aerators in each pond.
Biological solids generated during aerobic treatment settle and decompose in the anerobic
zone. Accumulation of digested solids in the AIDS ponds may need removal every 10 to
20 years.
15. The constructed wetlands occupy approximately 15 acres and are used for polishing, storage,
and disposal of the treated wastewater. Wastewater is drained through weirs to the cattail
wetland, to the aeration lake, to the bullrush wetland, with final discharge to the storage lake.
The cattail and bullrush wetlands are divided longitudinally into two sections by a berm. The
wetlands are approximately 2 feet deep with 4 foot deep trenches to promote mixing. An
additional 4 acres are reserved for wetland expansion. The storage lake, which also serves for
flow equalization and flood detention, covers 8 acres (10'feet in depth) and is located along the
western edge of the constructed wetland.
16. Excess wetland effluent from the storage lake is disposed of by irrigating on-site landscaping.
The total area for landscaping will be reduced from approximately 18 acres to 6 acres, as crush
capacity increases.
17. Currently, only two of the ALPS and one half section each of the cattail and bullrush wetlands
are used for wastewater treatment. All four AIPS and both sections of the two wetlands will be
used when operations expand to design capacity.
18. The AIDS and constructed wetlands were designed, installed, and are operated to prevent
breeding of mosquitos. Depth, shape, and drainage factors were addressed in the design.
Operational measures include aeration of the AIDS, debris removal, and maintenance of
mosquito fish colonies in the constructed wetlands.
19. Stormwater at the TRV East and TRV West facilities are separated from process wastewater
using designed collection/diversion sumps. At the TRV East facility, stormwater is stored in a
1.2 acre pond at the southern end of the site. Stormwater at the TRV West facility is diverted to
the ALPS during plant operations, or is discharged to the Woodbridge Irrigation District's
Villinger Lateral Canal during periods of non-operation. The Villinger Lateral Canal is located
along the southern boundary of the TRV West facility.
