Cultural Resources ' <br /> None of the buildings are over 50 years old and so none would be considered historic resources. Although much <br /> of the proposed project world be constnicted on previously disturbed areas.a portion of the project site consists <br /> of disked vacant land. This portion of the site could contain known and/or unknown cultural resources. <br /> The project's potential to affect cultural resources will be analyzed in the EIR_ <br /> Trans portationlTraff i c <br /> The EIR will evaluate the project's potential impact on regional and local transportation facilities based on a <br /> transportation analysis that will assess both construction :elated impacts(heavy truck trips and construction <br /> worker trips), as well as operational impacts(employee trips,patient transport, access; and parking). A traffic <br /> study will be prepared for the project in consultation with the City of Stockton, San Joaquin Comity,and Caltrans. <br /> The basis of this traffic analysis will include the projected ti-affic volumes of existing and/Drown future projects at <br /> NCYCC and in the surrounding region_ <br /> Water Supply and Distribution <br /> The EIR will evaluate the project's water demand and the adequacy of on-site wells to serve the proposed facility. <br /> The EIR will also assess the City of Stockton's near and long-term availability of water to supply to the proposed <br /> project.This section will evaluate whether water infrastructure in the area, in addition to existing and proposed <br /> water facilities,would be adequate to provide appropriate water service to the site. <br /> Growth Inducement <br /> The EIR will evaluate the project's potential for growth inducement resulting from expansion or extension of <br /> infrastructure improvements, as well as new demand for housing,and goods and services. The effect of primary <br /> and secondary increases in employment and economic activity will be discussed. <br /> Cumulative Impacts <br /> The EIR will discuss the incremental contribution of the project to cumulative effects of other past, current,and <br /> planned acrd reasonably foreseeable projects in the vicinity. As noted,the cumulative analysis will include the <br /> recently approved medical prison facility and the conceptual proposal for conversion of the Dewitt Nelson facility <br /> to an adult correctional facility. <br /> ALTERNATIVES TO BE EVALUATED IN THE EIR <br /> In accordance with the CEQA Guidelines Section 15126.6, the EIR will describe a reasonable range of <br /> alternatives to the proposed project that are capable of meeting most of the project's objectives,but would avoid <br /> or substantially lessen any of the significant effects of the project.The EIR will also identify any alternatives that <br /> were considered but rejected by the lead agency as infeasible and briefly explain the reasons why. The EIR will <br /> also provide an analysis of the No Project Alternative. <br /> OPPORTUNITY FOR PUBLIC COMMENT <br /> hnterested individuals, groups,and agencies may provide CDCR with written comments on topics to be addressed <br /> in the EIR for the project. Because of time limits mandated by State lave, comments should be provided no later <br /> than 5 p.m_ on January 4, 2010_ <br /> Agencies that will need to use the EIR when considering permits or other approvals for the proposed project <br /> should provide CDCR with the name of a staff contact person.
