Suite B <br /> Sacramento, CA 95827 <br /> Email:roxanne-lienriquez@cdcr-ca.gov <br /> cdcr_ca.gov <br /> INITIAL STUDY <br /> This section presents the Initial Study that was prepared by CDCR for the proposed NCRF project in San Joaquin <br /> County, California_This Initial Study evaluates the potential environmental effects of the proposed project and <br /> ihas been prepared in accordance with the California Environmental Quality Act(CEQA)(Public Resources Code <br /> Section 2100 et seq.)and the State CEQA Guidelines(14 California Code of Regulations[CCR] Section 15000 et <br /> Seq)- <br /> An Initial Study is prepared by a lead agency to determine if a project may have a significant effect on the <br /> erzviuronrnent. In accordance with State CEQA Guidelines Section 15064(a), an Environmental Impact Report <br /> (EIR)must be prepared if there is substantial evidence that a project may have a significant effect on the <br /> environment. This Initial Study was prepared to evaluate CDCR's NCRF project and presents responses to <br /> environmental checklist items under each environmental resource topic. All responses take into account the whole <br /> of the action involved,including direct and indirect effects of project implementation and construction and <br /> operation of project facilities. <br /> Although the Initial Study concluded that impacts would either be less-than-significant or could be reduced to a <br /> less-than-significant level CDCR has Bete <br /> rmtned that it is necessary to prepare an environmental impact report for <br /> the reentry project.Because CDCR has already elected to prepare an EIR, the Initial Study does not hiclude.a. <br /> detailed discussion for those impacts identified as potentially significant or less than signifrcaut with mitigation. <br /> The Initial Study environmental checklist responses indicate those impacts that will be addressed in detail in the <br /> EIR. <br /> I <br /> Northem California Reentry Facility Revised Notice of Preparationflnitial Study <br /> California Department of Corrections and Rehabilitation 11 November 2009 <br />
