rINTRODUCTION <br /> is report contains the results of our findings for the Surface and Subsurface Contamination Report <br /> CR)conducted exclusively for Mr. Tony Noceti and the San Joaquin County Environmental <br /> ealth Department(EHD)for Mr.Noceti's project on South Turnpike Road. <br /> The purpose of this study was to collect public information regarding existing or potential <br /> environmental concerns which may have, or have the potential to, affect Iect prope . It <br /> is our understanding that it is proposed to develop the subject property int 25 residential lots. It <br /> is also our understanding that this subdivision will receive California Water ce water, <br /> of Stockton sewer service, and San Joaquin County drainage. <br /> The San Joaquin County Development Title, Section 9-905.12 (a) states "A Surface and <br /> Subsurface Contamination Report shall identify any potential sources of surface and subsurface <br /> contamination caused by past or current land uses. The report shall include evaluation of <br /> nonpoint sources of hazardous materials, including agricultural chemical residues, as well as <br /> potential point sources, such as fuel storage tanks, septic systems, or chemical storage areas." <br /> Interpretation of this ordinance has been to focus on the subject property exclusively, unless <br /> there was a site adjacent to, or in proximity to the subject property which could potentially affect <br /> the subject property. <br /> Consequently, the San Joaquin County Environmental Health Department(EHD)has required <br /> that this Surface and Subsurface Contamination Report be conducted to include additional <br /> information on a nearby landfill site that may have affected the subject property. Specifically, <br /> EHD has concerns with the former World Enterprises Landfill, which was located on Turnpike <br /> �pike <br /> Road,northeast of the subject property. <br /> The subject property is composed of the addresses and Assessor's Parcel Numbers (APN) <br /> referenced on the Title Page and the boundary limits for this Assessment are outlined on the APN <br /> Map as described below. The assessment for this project includes information obtained from <br /> public environmental sources,while the investigation for this project refers to the physical <br /> exploration of the property with the use of a backhoe. <br /> In summary, it was found that the subject property was not listed on any Federal, State or Local <br /> environmental list. However,the property is in proximity to the defunct landfill referenced <br /> above. Consequently, development of the property may require certain construction procedures <br /> bei implemented for compliance with Title 27, §� 21190 of the Cala Code of Regulations. <br /> In addition, subsurface items were discovered that had been buried on the subject property. This <br /> material was subsequently disposed of under proper protocol. Typically, a Surface and <br /> Subsurface Contamination Report and a Phase I Environmental Site Assessment(ESA) do not <br /> entail subsurface investigations, sampling or testing. Since time was of the essence to complete <br /> this report, and the fact that there was a considerable cost savings to the Client, a subsurface <br /> investigation with a backhoe was conducted for this report. <br /> Page -1- <br /> Chemey Consu ting <br />
