ce ' to San Joaquin County and State of California Public Documents consisting of
r!A
le 27, §2119 of the California Code of Regulations and the World Enterprises Landfill file at the
Health Department(File No. U-75-12).
domestic Well Log on file at EHD for a well near the subject property(3531 Turnpike Road) was
also obtained, which illustrates the underlying soil lithology.
San Joaquin County publishes maps of equal lines of groundwater depth and elevation which were
used to determine depth to groundwater and apparent directional flow.
©Noted observations and photographic documentation of the encountered surface characteristics
and the subsurface material excavated are included with this report.
© Subsurface Exploration consisted of using a backhoe to discover buried material and to remove
this material. The backhoe was also used to explore other areas of the subject property, and to
investigate subsurface soil characteristics, such as density.
SUBJECT PROPERTY RECONNAISSANCE AND SUBSURFACE EXPLORATION
The subject property was first surveyed on May 3, 2002. On this date, the winter vegetation was thick
and the soil surface was difficult to observe. At this time, there were no signs of stressed, dead or
stained vegetation. Winter vegetation was beginning to go into dormancy, so there was some
senescence. Mounds of soil were observed in the southwest comer of the property. Construction-type
materials were also observed on the soil surface near the southwest corner. This non-hazardous
material consisted of concrete, asphalt, metal, wire and wood.
On May 5, 2002, Mr. Noceti disced most of the property to reveal the underlying soil surface. At the
second site visit on May 6, the entire subject property was surveyed for evidence or anomalies which
may be indicative of surface and/or subsurface contamination. No containers were noted on-site. No
oil staining was noted on the soil, nor chemical dumping that may suggest the discarding of drug
manufacturing chemicals. Discolored, disturbed/subsided soils, stressed vegetation or
unusual/noxious odors were not observed. As evidenced by the attached photographs, there are no
dour materials stored on-site. No indication or observations of spills, drums, underground
storage tanks (including soil cavities or depressions), or above ground storage tanks (including stands,
concrete supports, etc.), or other items associated with hazardous materials were noted. A relatively
new electrical transformer is located at the northeast corner of the property, which most likely does
not contain Polychlorinated Biphenyls(PCB's).
High-tension power lines traverse in an east-west direction near the north end of the property. High
tension power lines transmit high electrical energy and have been studied for years to determine
possible adverse human health effects. Studies suggest a correlation between electromagnetic sources
and brain cancer in humans. According to the Environmental Protection agency(USEPA), scientific
consensus on adverse human health effects from electrical fields is inconclusive at this time.
However, it appears that the correlation is dependent upon the person being comparatively close to
the electromagnetic source.
Page -3-
Chesney Cmsulting
