The backhoe was also used to explore other areas of the subject property, and to <br /> investigate subsurface soil characteristics, such as density. <br /> SUBJECT PROPERTY RECONNAISSANCE AND SUBSURFACE EXPLORATION <br /> The subject property was first surveyed on May 3, 2002. On this date,the winter vegetation was thick <br /> and the soil surface was difficult to observe. At this time,there were no signs of stressed, dead or <br /> stained vegetation. Winter vegetation was beginning to go into dormancy, so there was some <br /> senescence. Mounds of soil were observed in the southwest comer of the property. Construction-type <br /> materials were also observed on the soil surface near the southwest corner. This non-hazardous <br /> material consisted of concrete, asphalt, metal, wire and wood. <br /> On May 5, 2002, Mr. Noceti disced most of the property to reveal the underlying soil surface. At the <br /> second site visit on May 6, the entire subject property was surveyed for evidence or anomalies which <br /> may be indicative of surface and/or subsurface contamination. No containers were noted on-site. No <br /> oil staining was noted on the soil, nor chemical dumping that may suggest the discarding of drug <br /> manufacturing chemicals. Discolored, disturbed/subsided soils, stressed vegetation or <br /> unusual/noxious odors were not observed. As evidenced by the attached photographs, there are no <br /> dour materials stored on-site. No indication or observations of spills, drums, underground <br /> storage tanks (including soil cavities or depressions), or above ground storage tanks (including stands, <br /> concrete supports, etc.), or other items associated with hazardous materials were noted. A relatively <br /> new electrical transformer is located at the northeast corner of the property, which most likely does <br /> not contain Polychlorinated Biphenyls(PCB's). <br /> High-tension power lines traverse in an east-west direction near the north end of the property. High <br /> tension power lines transmit high electrical energy and have been studied for years to determine <br /> possible adverse human health effects. Studies suggest a correlation between electromagnetic sources <br /> and brain cancer in humans. According to the Environmental Protection agency(USEPA), scientific <br /> consensus on adverse human health effects from electrical fields is inconclusive at this time. <br /> However, it appears that the correlation is dependent upon the person being comparatively close to <br /> the electromagnetic source. <br /> Page -3- <br /> Chesney Cmsulting <br />
