V <br /> Analysis <br /> Background <br /> On May 4,2006,the Planning Commission continued Site Approval application No. PA-0500729 due to air quality <br /> issues raised by the San Joaquin Valley Air Pollution District.The SJVAPCD requested a Health Risk Assessment <br /> be performed to assess any potential significant health impacts. <br /> In May 2007 a Health Risk Assessment was conducted by the SJVAPCD to assess any potential acute or chronic <br /> hazards.The HRA concluded the proposed egg production facility is not expected to pose a significant cancer risk <br /> or acute/chronic hazard. <br /> Proiiect Revision <br /> The project is being revised due to the passage of Proposition 2. The applicant is revising the number of <br /> chickens from 1 million chickens down to a maximum of 450,000 chickens. In addition, the chickens will be <br /> housed in accordance with the Proposition 2 guidelines for housing poultry. <br /> Prosect Operations <br /> The applicant is proposing to construct the poultry ranch in five phases over a five year period. The lay Douses will <br /> house 75,000 chickens each for a total of 450,000 chickens.A belt system will be installed under each bank of <br /> chickens to catch the manure. Cross ventilation through the lay houses helps to dry the manure and reduce odors. <br /> Each belt is cleared at least twice weekly and the partially dried manure will be transported by truck and stored <br /> within the partially enclosed covered 43,000 square foot manure storage facility which is located on the northern <br /> portion of the site.The stored manure will be removed from the facility at least twice a year during spring and fall <br /> planting seasons.The manure storage facility will be constructed with a concrete floor a minimum of one foot above <br /> the flood stage to prevent seepage of material. Normal daily chicken mortality of approximately 20 birds per lay <br /> house will be disposed.of on-site using a small incinerator. Chickens in each individual lay house are all the same <br /> age,with the ages in each lay house staggered to ensure continual production.When production lifespan of the <br /> chickens in a particular lay house has been reached, those chickens are disposed of by incineration on the project <br /> site at a rate of approximately 116 hens daily. The project at build-out will utilize approximately seven acres of the <br /> 239 acre site.Two houses exist on the project site.The applicant intends to use them for the housing needs of <br /> some of the employees.The remainder of the site will be planted in alfalfa. <br /> Site Approval <br /> The proposed project.is designated under the"Animal Raising—Small Animals" use.type and may be <br /> conditionally permitted in the AG-80 zone with an approved Site Approval application. Projects classified <br /> under this use type are normally approved using the Staff Review With Notice procedure. This project has <br /> been referred to the Planning Commission because of opposition. <br /> Williamson Act <br /> Two of the parcels involved in the proposed Site Approval are subject to Williamson Act contract No. 75-C1- <br /> 102. The contract'restricts development to uses that are compatible with the Williamson Act and <br /> Development Title Section 9-1805. (GC Section 51201[e]) Development Title Section 9-1810.3(b) (K) states <br /> that Animal Raising is a compatible use on parcels under Williamson Act contract. "Compatible use' as <br /> defined in the Williamson Act includes uses determined by the County to be compatible with the agricultural, <br /> recreational, or open-space use of land within the preserve and subject to contract. <br /> San Joaquin County PA-0500729101ivera <br /> Community Development Page 3 <br />
