,5 <br /> Primary Delta <br /> The proposed project site is located within the Primary Zone of the Legal Delta and is, the subject to <br /> consistency with the Land Use& Resource Management Plan for the Primary Zone of the Delta. The Delta <br /> Protection Commission has been sent a referral for this project. The policies of the 2010 General Plan are <br />` consistent with the Land Use and Resource Management Plan, and the proposed project is consistent with <br /> the 2010 General Plan. <br /> Ik Pro'ect O osition <br /> Four(4) letters in opposition to the revised project have been received from residents of the surrounding area. <br /> Letters in opposition were also received from City of Lathrop and the River Islands development. In their <br /> letters the residents,;River Islands and the City raised concerns regarding, odors, water quality, air quality, <br /> biological impacts, drainage and impacts to future development in adjacent areas, The Community <br /> Development Department previously received 53 letters of opposition on the initial project proposal, and <br /> twelve duplicate letters prior to this revision.The letters are attached for review. <br /> Odors <br /> The applicant is proposing to partially dry the chicken manure using cross ventilation through the lay houses <br /> prior to transporting the manure to the covered enclosed 43,000 square foot manure storage facility. This <br /> process helps reduce odors from the manure. The manure storage facility will be placed between two lay <br /> houses (houses#1 and#2). The Environmental Health Department is requiring the applicant to prepare a <br /> Manure/Solid Waste.Management plan for the project outlining the handling of all bird waste and incorporating <br /> vector and odor control measures(Environmental Health Department Condition of Approval 3[e]). In addition, <br /> the applicant shall be-required to prepare and submit for approval to the Environmental Health Department <br /> prior to operation of the facility an Order Impact Management Plan. All compostable material handling <br /> /1 operations and facilities shall prepare, implement and maintain a site-specific odor minimization plan. A <br /> complete plan shall be submitted to the EA(Enforcement Agency) Pursuant to the Porter Cologne Water <br /> Quality Control Act, Chapter 4, Article 4, Section 13260-13263. All liquid and solid wastes and vector <br /> problems associated,with the project are to be retained on the premises so as to.not cause a nuisance or a <br /> health problem. Also., Development Title Section 9-1045.7[b]states that all animal enclosures, including but <br /> not limited to pens, cages, and feed areas, shall be maintained free from litter, garbage, and excessive <br /> accumulation of manpre so as to discourage the proliferation of flies, other disease vectors, and offensive <br /> odors. The premises' <br /> shall be maintained in a neat and sanitary manner. The nearest current residences to <br /> the proposed projectsite are approximately 3,000 feet to the west, '/ mile to the north, 3,800 feet to the <br /> south and 2,900 feet to the east. The proposed River Island development project is approximately 1.2 miles <br /> to the south across Old River which bisects the two properties. <br /> Water Quality <br /> The applicant shall be required to submit an application for discharge requirements from the California <br /> Regional Water Quality Control Board prior to development of the project. The Environmental Health <br /> Department is requiring as a Condition of Approval for the project that the applicant participate in a <br /> manurelsolid waste management program. This program dictates the handling of all bird wastes. The manure <br /> storage facility will be designed with a concrete base to ensure that no waste material is allowed to leach into <br /> the water table. The lay houses and manure storage facility shall be required to be constructed at least one <br /> foot above the one-hy;ndred (100) year flood elevation of seven (7) feet NAVD(North American Vertical <br /> Datum). <br /> San Joaquin County';...
