f. Environmental Health requires that the facility shall install a misting system that uses odor <br /> maskinglneutralizing agents. The system shall be installed and operational prior to actual operation <br /> of the facility: <br /> g. Environmental Health requires that the facility establish an account for the disposal of the manure <br /> in a landfill permitted to accept this type of waste. The facility will be allowed to maintain the <br /> manure on the site in accordance with the approved Manure Management Plan. However, if the <br /> facility is unable to find an approved reuse for the manure within six months, the manure must be <br /> disposed of':n the landfill. The facility shall provide Environmental Health with a report showing the <br /> final deposition of the manure, whether by land application at agronomic rates and landfill disposal. <br /> The report shall be submitted to Environmental Health by the first day of February following the <br /> previous calendar year. <br /> h. Environmental Health requires a Soil Suitability/Nitrate Loading Study, incorporating proposed staff <br /> and customer use, which indicates that the area is suitable for septic tank usage. This must be <br /> performed peior to issuance of building permits (Development Title Section 9-11.05.2[d]). A review <br /> fee of$525.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage'disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the Manual of septic <br /> tank practice,of the EPA Design Manual for on-site waste water treatment and disposal systems is <br /> required for'each parcel. A permit fee of$105.00 per percolation hole is required. <br /> i. Construction'.of individual sewage disposal systems under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study <br /> findings (Development Title Sections 9-1110.3 and 9-1110.4) <br /> j. Construct a water well under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the <br /> number of service connections exceed four, a yearly permit to operate a public water system will be <br /> required by Environmental Health (Development Title Sections 9-1120.2 and 9-1115.9). <br /> The suppliermust possess adequate financial, managerial, and technical capability to ensure <br /> delivery of pyre, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1.120.2 and 9-1115.5, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> k. Any person:).0o sustains, stores, manages, or receives agricultural by-products.or other waste <br /> materials generated as a result of the operation of any agricultural property or produce processing <br /> plant shall do so in such a manner as to prevent the spread of disease, the occurrence of excessive <br /> vectors, odor, or feathers or other such adverse conditions related to the public health and well- <br /> being (California Code of Regulations, Title 14, Article 8, Section 17820). <br /> I. All inspection and enforcement costs related to any liquid waste, solid waste, or vector complaints <br /> received at Environmental Health that are verified upon inspection will be charged to the <br /> responsible party, pursuant to Board of Supervisors Resolution R-92-1591. <br /> 4.
