d. An applicati6n for a permit to operate a poultry ranch facility is required to be submitted to <br /> Environmental Health prior to operation. <br /> n <br /> e. The operator of the facility shall develop an Odor Management Impact Plan (OMIP) as described in <br /> Title 14, California Code of Regulations, Section 17863.4. The plan needs to be submitted prior to <br /> operation of the facility: <br /> (1) All comp�ostable material handling operations and facilities shall prepare, implement, and <br /> maintair�.a site-specific OMIP. A complete plan shall be submitted to the EA with the EA <br /> Notification or permit application. <br /> (2) The OMIP shall provide guidance to on-site operation personnel by describing at a minimum <br /> the following items. If the operator will not be implementing any of these procedures, the plan <br /> shall explain why it is not necessary. _ <br /> A. An odor monitoring protocol which describes the proximity of possible odor receptors and a <br /> method for assessing odor impacts at the locations of the possible odor,receptors. <br /> B. A description of meteorological conditions affecting migration of odors and/or transport of <br /> odorcausing material off the site_ Seasonal variations that affect wind velocity and <br /> direction shall also be described. <br /> C. A complaint response protocol. <br /> D. A dgscription of design operations and/or projected ranges of optimal operation to be <br /> employed in minimizing odor, including method and degree of aeration, moisture content of <br /> materials, feedstock characteristics, airborne emission production, process water <br /> distribution, pad and site drainage and permeability, equipment reliability, personnel <br /> training, weather event impacts, utility service interruptions, and site specific concerns. <br /> E. A description of operating procedures for minimizing odor, including aeration, moisture <br /> management, feedstock quality, drainage controls, pad maintenance, waste water pond <br /> controls, storage practices (e.g., storage time and pile geometry), contingency plans (i.e., <br /> equipment, water, power, and personnel), biofiltration, and tarping. <br /> (3) The OMIP shall be revised to reflect any changes, and a copy shall be provided to the EA <br /> within 3Q days of those changes. <br /> (4) The OMIP shall be reviewed annually by the operator to determine if any revisions are <br /> necessary. <br /> (5) The OMIP shall be used by the EA to determine whether or not the operation of the facility is <br /> following,the procedures established by the operator. If the EA determines that the OMIP is not <br /> being followed, the EA may issue a Notice and Odor(pursuant to Section 18304) to require the <br /> operator.#o either comply with the OMIP or to revise it. <br /> (6) If the OMI& is being followed but the odor impacts are still occurring, the EA may issue a Notice <br /> and OrdiSr(pursuant to Section 18304) requiring the operator to take additional reasonable and <br /> feasible fneasures to minimize odors. <br /> NOTE: Authority Cited: Sections 40502, 43021, and 43209.1 of the Public Resources Code. <br /> Reference: %. ections 43020, 43204, and 43209.1 of the Public Resources Code:. <br /> San Joaquin County.
