FjMarch 14,2002 <br /> NOA ENVIRONMENTAL PROJECT NUMBER LE01-383 <br /> The subject property is located at 11130 South Union Road, south of the intersection of South Union <br /> Road and French Camp Road, north-northwest of Manteca, California. The subject property is a <br /> rectangular 9.76 +/- acre parcel about 404.5 feet wide and 1051.65 feet deep. <br /> The subject property has a residence, obviously not very old, with what appeared to be an attached <br /> garage and a detached garage(see Figure 4). There is a long,wide driveway in the shape of a block- <br /> S. Except for the residence and the yard that is adjacent to it, the subject property is used as an <br /> almond orchard(see Figure 5). A small plot of trees is in front of the residence, thesc appear to be <br /> i newly planted (see Figure 6). The trees that are more established are to the south and east of the <br /> residence. Around the whole of the subject property is a "road," a dirt track that had been recently <br /> tilled(see Figure 7). The shed that is attached to the detached garage chambers an old tractor that <br /> has a tilling attachment affixed to it. In front of the tractor, there is a large drum with dispensing <br /> attachments connected to it. It looks like some sort of agricultural chemical dispensing device (see <br /> Figure 8). Behind the shed that houses the tractor there are some PVC pipes stored along with some <br /> fencing. On the southeast side of the house there is a burn barrel. There are twigs and other refuse <br /> waiting to be burned in this drum(see Figure 9). There are several dead trees on the property (see <br /> Figure 10). It appears that they had outlived their usefulness in the orchard operation. Several areas <br /> of the orchard appeared to have been stripped of the old trees and newly planted trees have replaced <br /> the old. Two different grading apparatus are stored on the southeast corner of the property. Three <br /> Fconcrete structures run along the eastern edge of the subject property. They are probably irrigation <br /> infrastructure and/or a fertilizer mixing area. No apparent electricity is servicing these structures. <br /> Some brush is piled on the northeast corner of the subject property. It appears to be what was tilled <br /> F off of the road (see Figure 11). The power and possibly the telephone wires servicing the property <br /> run along poles on the east side of South Union Road which places them on the subject property. <br /> The pole that is Iocated on the northwest corner of the subject property has a pole-mounted <br /> r transformer on it. According to Mr. Jim Jarvis, environmental worker at PG&E,this transformer was <br /> assembled in 1997 and installed in 1998. This being the case, the transformer,is PCB free. <br /> The use of the property to the north is a residence and sheep pasture land. The property to the east <br /> is vacant and barren except for weeds and grasses. The use of the property to the south is a residence <br /> Fand horse pasture land. The residence on the property to the south is actually located to the southeast <br /> of the subject property. The use of the property to the west, across South Union Road, is an orchard; <br /> possibly almonds, the trees are similar looking. <br /> F1 <br /> VIII. FINDINGS AND CONCLUSIONS <br /> F1In front of the tractor in the shed there is a large drum with dispensing attachments connected to it. <br /> It looks like some sort of agricultural chemical dispensing device. It is NOA's conclusion that this <br /> F! drum is necessary for the ongoing operations of the orchard. There was one transformer observed <br /> on the property. The transformer is owned by PG&E.
