k-.1J <br /> February 11, 2005 <br /> NOA Project Number: E04146A <br /> A review of the "Notification,of Hazardous Waste Discharge" files within one-q uarter mile of the <br /> subject property (zip code 95686) was conducted on December 29, 2004. No notices within one- <br /> quarter mile were found. <br /> f3.1.4 San,Joaquin County Fire Prevention <br /> The Thornton Rural County Fire Protection District was contacted by telephone on February 10,2005. <br /> _ Mr. Vince Tafuri, Fire Chief, stated that he was on site at the fire to the west of the subject property. <br /> Mr.Tafuri indicated that a barn,two cars,and a motor home burned on that occasion last summer. He <br /> was not concerned about hazardous materials releases at the.site because no explosions were observed <br /> during the fire except for those from five-gallon propane tanks. He said the property owner claimed <br /> the drums at the site were empty prior to the fire. Mr. Tafiiri did not recall any reason to notify the <br /> ' EHD or the OES regarding this incident. <br /> f3.1.5 San Joaquin Countyi gocultural Commissioner <br /> The San Joaquin County Agricultural Commissioner's Office was contacted regarding use of agricultural <br /> chemicals on the subject property. Ms. Hazel Gallego of the Agricultural Commissioner's office found <br /> chemical permits for the subject property under the name of E.C.Watts Inc. for 2005 only;she was not <br /> able to locate any use reports. E.C. Watts Inc. was permitted to apply the following chemicals to the <br /> subject property in 2005:Sevin,methomyl,zinc phosphide,paraquat,and nemacure. These records are <br /> included in Appendix F of this report. <br /> Mr.Watts provided a list of chemicals applied to the property from January through October of 2004: <br /> Gramoxone(paraquat),SimTrol(simazine),Zinflow,Champ(copper hydroxide),NuFilm 17(adjuvant), <br /> Thiosperse (sulfur), Rally (myclobutanil), Roundup (glyphosate,isopropylamine salt), Ultra millaplex, <br /> Dithane Rainshield(mancozeb),Checkmate(e,e-$,10-dodecadien-1-ol),Quintec(quinoxyfen),Thiolux <br /> (sulfur), Exit (adjuvant), Kaligreen (potassium bicarbonate), Spreader (adjuvant), Pristine (sodium <br /> hypochlorite), and dusting sulfur. This list is included in Appendix E. <br /> Based on review of information available at the EXTOXNET and Cornell University Pesticide <br /> Management Education Program web sites,paraquat appears to be the only Restricted Use Pesticide <br /> (RUP) on the list above. According to EXTOXNET, "paraquat is a highly toxic compound in EPA <br /> toxicity class L. Paraquat is highly persistent in the soil environment,with reported field half-lives of � <br /> greater than 1000 days." <br /> 1/!3.1.6 Water Supply and Sewage Disposal System <br /> One domestic well and two septic systems are located on the property.
