February 11, 2005 NOA Project Number: E04146A y 3.0 PAST AND CURRENT SOURCES OF CONTAMINATION 3.1 Research Methods _ NOA employs a standard practice for review of database information. -On a street map showing the location of the subject:property, a circle is drawn one-quarter mile out from the property boundaries, and street maps or web-based mapping services are then used to determine address ranges for all streets within the quarter mile. All agency databases searchable by address are then searched for these address ranges. 13.1.1 Regional Dater Quality Control Board Our office reviewed the Leaking Underground Storage Tanks(LUST)list Oanuary 2005),the IlaterPumgors Quarterly Report on MTBE (January 2005), and the Spills, Leaks, Investigations, and Cleanups (SLIC) list Qanuary 2005) on file with the Central Valley Regional Water Quality Control Board (CVRWQCB) in an attempt to determine if there are any files present at that agency which note the unauthorized release of a toxic or hazardous agent into the environment on the subject property or within a one-quarter mile radius of the subject property. The subject property was not listed on any of these databases, and no addresses within one-quarter mile of the subject property were found on the databases. ✓3.1.2 San Joaquin County Environmental Health Department According to Ms.Ana Sanchez of the San Joaquin County Environmental Health Department(EHD), no files were available for the subject property address of 30003 North Vail Road (personal communication, December 31, 2004). The Underground Storage Tank Site Mitigation List,dated June 24,2004, and the LOP/Non-LOP Sites list, dated July 20, 2004, were reviewed at the EHD on December 29, 2004. No listed sites were found within one-quarter mile of the subject property. The UST Program Facility Inventory by Facility Name,dated April 11,2001,was also searched at the EHD on December 29, 2004 for the name of Watts. No records were found for the subject property. ;r 3.LJ San Joaquin County Ofh'ce of Emergency Services The San Joaquin County Office of Emergency Services (OES) web site was searched on February 9, 2005 in an attempt to determine whether a hazardous materials inventory is on file for the subject property. No records were found for the subject property under the contact name Watts or the location of Vail Road. According to Ms. Michelle Halliwell of the OES, no incident reports are on file at that agency for the subject property or addresses within one-quarter mile (personal communication,January 7, 2005). 5
