fi <br /> c. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met all Solid Waste Requirements for Development Projects. In addition, a Landscape Plan shall <br /> be submitted for review and approval. The Final Site Plan is required upon submittal of <br /> verification. <br /> d. The applicant shall comply with the State (SWPPP) permit from the State Water Resources <br /> Control Board prior to the beginning of any construction or operation. <br /> e. An encroachment permit shall be required to work within the County road right-of-wad+ <br /> (Development Title Sections 9-1145.4 and 9-1145.5 <br /> f. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standard R-17 prior to issuance of the occupancy ermit. (Development Title Section 9- <br /> 1145.5 <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lisa Medina, 468-3455) <br /> a. The Environmental Health Department requires a soil suitability/nitrate loading study to indicate <br /> that the area is suitable for septic tank usage, including animal waste. This must be performed <br /> prior to the issuance of building permits or final occupancy approval (Development Title Section <br /> 9-1105.2[d)). A nitrate loading study is required, and a review fee of$445.00 must be paid at the <br /> time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic tank <br /> practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is <br /> required for each parcel. A permit fee of$89.00 per percolation hole is required. <br /> b. The number of poultry animals per acre shall not exceed an amount that would preclude good <br /> waste management practices. The applicant is to contact the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) regarding filing a Waste Management Report to be approved <br /> by CVRWQCB and the Environmental Health Department. (Porter-Cologne Water Quality Act, <br /> Chapter 4, Article 4, Sections 13260-13263) <br /> c. The applicant is to prepare a manure management plan outlining the handling of all bird waste <br /> and incorporating vector control measures. A$178.00 plan check fee is required at the time of <br /> submittal. (Porter-Cologne Water Quality Act, Chapter 4, Sections 13260-13263) <br /> d. The Environmental Health Department will require the installation of three monitoring wells to be <br /> installed under permit and inspection. The wells will need to reflect at least one well up-gradient <br /> and two wells down-gradient of the underlying aquifer. Yearly monitoring for nitrate levels will be <br /> required, and the results are to be submitted to the Environmental Health Department. A review <br /> fee of$178.00 annually will need to be submitted to the Environmental Health Department, per <br /> Board of Supervisors Resolution 90-620. <br /> e. All liquid and solid poultry wastes from this operation are to be retained on the premises so as not <br /> to cause a nuisance or a health problem. (Porter-Cologne Water Quality Control Act, Chapter 4, <br /> Article 4, Sections 13260-13263) <br /> f. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> Revised Conditions of Approval -3- PA-02-6 <br />
