SAN JOAQUIN COUNTY
r: COMMUNITY DEVELOPMENT DEPARTMENT
i 1810 E.HAZELTON AVE.,STOCKTON,CA 95205-6232
o t pRiap PHONE:2091468-3121 FAX:2091468-3153
December 17, 2003
MEMORANDUM
TO: Development Committee
FROM: Jennifer Joll
Associate Plann
SUBJECT: REVISION OF APPROVED ACTIONS TO SITE APPROVAL APPLICATION NO.
PA-02-06 OF MOHAMMAD & PARVEEN KHAN (APN: 197-120-02) (ADDRESS;
5741 E VERIGIN ROAD, MANTECA)
The project is a Revision of Approved Actions to an approved Site Approval for a poultry ranch
and a request for a six (6) month time extension. The poultry ranch is approved for a maximum
of 12,000 egg laying chickens and the use of two existing 15,000 square foot chicken barns (Use
Type: Poultry Ranch). The applicant is requesting to remove Condition of Approval 1.e. (1)_
which states that the first one hundred (100) feet of Verigin Road shall be surfaced with and
permanently maintained with base material of appropriate depth and asphalt concrete or Portland
cement concrete to provide a durable, dust-free surface.
The 10-acre parcel is located on the north side of Verigin Road (private), approximately 1,070
feet east of State Route 99 East Frontage Road, north of Manteca. The General Plan
designation is AIG (General Agriculture) dnd the zone is AG-40 (General Agriculture-40 acre
minimum).
Verigin Road
Verigin Road is a private road off of State Route 99 East Frontage Road. Approximately 4-6
parcels use Verigin Road for access. The applicant has a fifteen (15) foot wide recorded access
easement to the project parcel, across a parcel adjacent to Verigin Road for approximately 1,100
feet east of State Route 99 East Frontage Road. There is a thirty (30) foot wide recorded
easement across the applicant's parcel that provides access to parcels east of the project site.
The road is currently surfaced with a combination of sand and gravel. The applicant states that
the amount of traffic generated by the poultry ranch is minimal. Poultry feed is delivered to the
ranch by means of a commercial truck 1-2 time per month, and the eggs are taken to farmer's
markets by means of a pick-up truck on a weekly basis.
Revision of Approved Actions Request
The applicant is requesting to remove Condition of Approval 1.e. (1) because:
"The unpaved part of the road is the one which will be used by us to come to main road,
which will end up putting mud on the road even if the south side is paved. The whole
purpose of the 100 ft road pavement was to stop bringing mud on the road. With the new
developments, it is waste of money to pave the south half of the road without benefiting
anyone."
1
